NEW DELHI, SEPTEMBER 19: Finance Ministry has given nod to a new National Recruitment Agency (NRA) to conduct Group-B (non-gazetted), Group-C (non-technical) and clerical posts in the government along with various equivalent recruitment in public sector banks. According to media reports, the NRA will be formed to conduct Common Eligibility Test (CET) for all these competitive examinations, in which around 2.5 crore candidates appear annually. Media reports also suggest that the sources in the Finance Ministry have said that Department of Expenditure has recently approved the proposal, and will now go to the Union Cabinet for its further thought process.

Why National Recruitment Agency (NRA) now?

According to sources, the primary idea following this proposal is to shortlist qualifying candidates through a Common Eligibility Test (CET) before sending them for respective mains exam.

The preliminary exams which were conducted by Staff Selection Commission (SSC) and the Institute of Banking Personnel Selection (IBPS) will now be conducted by the NRA.

Preliminary exam is a hefty exercise which demands extensive workload, the NRA will take the burden of conducting the preliminary exams from these agencies.

Although, NRA will not conduct the mains and it will forward the list of preliminary exam qualified candidates to SSC & IBPS for conducting the mains exam. This will also streamline the recruitment process on subordinate-rank posts in the government.

Probable benefits of NRA

India is a growing country having largest number of people in the productive age. This centralisation of recruitment will reduce the duplication of efforts on the part of various government agencies and the candidates.

From the Institutional perspective, there will be one point of contact for all the preliminary exam which will curtail the cost and time of the candidates. Moreover, it will expedite the examination and selection process.

In the present scenario, candidates are submitting different fees for various exams but when NRA become operative, there will be only one exam and hence one-time submission of fees. It becomes more cost-effective on the part of the candidates.

It will streamline the exam process and in turn, the candidates will be able to plan and prepare in a better way.

It will reduce the turn around time of the result and hence provide the candidates for the mains exam in quick time. It will also help to reduce the burden of SSC and IBPS in the long run.

Exams to be conducted by the National Recruitment Agency (NRA):

NRA will get to conduct preliminary exams of Combined Graduate Level (CGL) which is conducted by SSC for the recruitment of candidates into government departments as Assistant Section Officers, Customs and Central Excise, Income Tax Department, and Ministry of Railways etc.

Apart from this, the NRA will also get to conduct the preliminary exams for clerical-level recruitment in public sector banks. The Probationary Officers (PO) in banks, although, will be done by IBPS itself.

The proposal has been forwarded to Union Cabinet for further discussions and till then the SSC & IBPS preliminary exams will be conducted by the same body only.
