CA November 2020 exams cannot be conducted online; ICAI tells SC

NEW DELHI: The Institute of Chartered Accountants India has told the Supreme court that it is not possible to conduct the ICAI CA November 2020 exams online. The CA exams test the analytical skills of the students and it will not be possible to test that in online mode.

Due to the Covid 19 situation, students have been demanding to conduct the ICAI CA November 2020 exams online. The ICAI has explained that the 3 hour-long exam asks for solutions in detail which cannot be possible with just tick mark based format.

ICAI CA November 2020 exams are scheduled to begin on November 21. There has been a lot of concern regarding the examination centres. The petitioners have claimed that appropriate guidelines have not been followed for holding the examinations amid COVID 19 pandemic.

A bench headed by M. Khanwilkar has asked the ICAI to issue proper releases on their website regarding their plans for following health guidelines for COVID 19.

At the same time, an apex court has disposed off a petition regarding the following of SOP’s for the exam to be held from November 21 to December 14.

Advocate Bansuri Swaraj spoke to the court on behalf of the petitioners regarding their concerns.

On behalf of the ICAI, Senior Advocate Ramji Srinivasan has said that they do not have any separate rooms or facilities of doctors at the examination centres but the petitioners have to be rational with their demands. He said that all the petitioner’s demands have been considered.

Apart from online conduct of examinations, the petitioners have also demanded traffic and accommodation facilities. Advocate Srinivasan has said that this won’t be possible. Still, the ICAI has requested the Ministry of Home affairs to allow booking of Hotels through the e-admit cards.

The bench has given a decision in favour of ICAI and asked Advocate Bansuri Swaraj to be rational in his demands. They have concluded that since the answers to the exam have to be written in detail, the exam cannot be conducted online.

The court bench asked ICAI to release all information regarding the petitioner's demand with their answers on the official website.

A large number of students are expected to attend ICAI CA exams Nov 2020 as the SC had earlier advised ICAI to allow students to postpone the July 2020 examinations.

Supreme Court stated "Please sort out your differences with Mr. Srinivasan. These don't have questions of law, but are dealing with logistics. List day after tomorrow after you have discussed with Mr. Srinivasan. He is very resourceful.
