NEW DELHI: As the number of COVID-19 cases is consistently declining, several state governments have started preparing to reopen colleges. With the onset of the pandemic, schools, colleges, and other educational institutions have remained shut since last year. College reopening was further delayed due to the second wave of Covid-19.

The Delhi government on Friday announced that schools, colleges, universities will be permitted to reopen from September 1. However, Jawaharlal Nehru University, Delhi University and Jamia Millia Islamia said they will hold meetings internally to discuss the resumption of academic activities,
Assam government will resume physical classes for Class 12, final-year degree and postgraduation courses from the first week of September with relaxation of COVID-19 restrictions. Chief minister Himanta Biswa Sarma said that the first dose of COVID-19 vaccine will be mandatory for attending the classes.
Tamil Nadu, Uttarakhand, Telangana and Rajasthan governments have decided to reopen colleges in the states from September 1. The authorities have also instructed colleges to follow COVID-19 guidelines and ensure that the campus is sanitised by August 30.
Even as uncertainty prevails over the reopening of colleges, states have started the admissions process for the new academic year.
As some states are planning to reopen colleges and universities with limited capacity, others have decided to resume the physical classes after the complete vaccination of the students and college staff. States like Punjab and Chandigarh have already reopened the colleges for those students who have received at least one dose of the Covid-19 vaccine.
Delhi University earlier announced to reopen the Delhi University colleges for science streams students. However, the university cancelled its move later stating that the Delhi Disaster Management Authority is yet to allow in-person classes on campuses.

As per reports, the Maharashtra government has already asked schools to prepare for school reopening, the government is also considering opening colleges in the state.
Madhya Pradesh government has allowed school reopening in the state from September 1, although there is no update on college reopening. Many requests have been made by students on Twitter to the Madhya Pradesh government and chief minister Shivraj Chouhan to reopen colleges on September 1.

The SOP allows re-opening of schools for classes 9, 10, 11 and 12 from September 1 with 50 percent capacity, keeping the option of online education still available. The schools will function six days a week and classes and sections have to be split into batches of not more than 20 students per classroom. In case their aren't sufficient rooms students will be asked to attend on alternative days.
As per TN releases SOP as educational institutions gear up to reopen from September 1, state to hold special vaccination camps for teachers as it expects additional 16.74L doses from Centre.

The Delhi education minister Manish Sisodia announced on August 27 that Delhi will reopen colleges from September 1.
"It has been decided to reopen schools, colleges, coaching centers in Delhi, in a phased manner. From 1st Sept, classes for 9-12 in all schools, all coaching classes as well as all colleges will be permitted to resume," Manish Sisodia said in a social media post.

The Uttarakhand and Telangana governments have also permitted colleges to reopen from September 1. The Uttarakhand government has also issued SOPs on college reopening and asked all the teaching and non-teaching staff to get vaccinated before the colleges reopen.
The Tamil Nadu government has allowed colleges and universities to reopen from September 1. According to The Hindu report, the government has already reopened medical colleges on August 16. Almost 90% of the students attended physical classes, the report said.
After the Delhi government announced to permit reopening of colleges, Jamia Millia Islamia said it will wait for UGC guidelines in the matter before taking any decision on resumption of physical classes, PTI reported.
Jawaharlal Nehru University vice-chancellor Mamidala Jagadesh Kumar said the administration will discuss the matter internally once it receives an official order. He said that the university will follow the guidelines issued by the government with respect to Covid. However, "Our students are spread across the country and some of them might be living in places where the pandemic is still there. We will give them some time to return. Once the government order comes, we will discuss and plan so that students are not left inconvenienced," PTI quoted Kumar as saying.
Talking about the Delhi government's latest announcement that schools and colleges can reopen from September 1, DU registrar Vikas Gupta said, "We have an executive council meeting on August 31 and we will plan after that and hold a meeting. We won't be able to resume from September 1. Whenever we open, we will first open for Science students," PTI reported.
The Tamil Nadu government has issued guidelines for college reopening in the state. The colleges in Tamil Nadu will reopen from September 1.

As per the India Today report Conrad Sangma said: "For schools in urban areas, Class 1 to Class 5 may have online classes, Class 6 to Class 8 may have school visits and Class 9 to Class 12 may be opened. The Rajasthan government has decided to reopen colleges and universities from September 1, Education minister Govind Singh Dotasra announced on social media.
"Taking a big decision in the interest of students today, Chief Minister Ashok Gehlot has decided to open schools, colleges and coaching institutes from 1st September 2021. At present, all schools from class 9 to class 12 will open with 50% capacity. The Education Department will issue a detailed guideline in this regard soon," Dotasra said.

Tamil Nadu government decided to reopen colleges in the state from September 1 and asked the institutions to get the teachers vaccinated before reopening. Colleges will reopen in Chennai on September 1.
Assam government will resume physical classes for Class 12, final-year degree and postgraduation courses from the first week of September with relaxation of COVID-19 restrictions. Chief Minister Himanta Biswa Sarma said that the first dose of COVID-19 vaccine will be mandatory for attending the classes.
Tamil Nadu Chief Minister MK Stalin on Thursday introduced a bill in the legislative assembly and said "as recommended by the commission headed by retired Justice D Murugesan, I have introduced a bill to provide 7.5% priority to public school students in admission to undergraduate professional courses in engineering, law, agriculture and others in all private and government colleges and universities."

The Andhra Pradesh School Education Regulatory and Monitoring Commission has fixed the fee structure for schools and intermediate colleges in the state for three academic years beginning 2021-22. The maximum annual tuition fee for schools in gram panchayats has been fixed at Rs 10,000 for primary classes and Rs 12,000 for higher classes. In municipalities, it is Rs 11,000 and Rs 15,000 and in municipal corporations Rs 12,000 and Rs 18,000 respectively

According to the IndiaToday report, the MP higher education minister Mohan Yadav had said in June that colleges in Madhya Pradesh is considering reopening colleges and universities with 50% capacity and strict covid-19 protocols in August. However, there is no update on the decision as of now.

Bihar CM Nitish Kumar announced that all universities, colleges, technical educational institutions, and schools from Class 1 to 12 will function normally and can also conduct exams. Coaching institutes will also be allowed to reopen. The Bihar government had allowed the reopening of schools for students of Class 9 and 10 from August 7 and from August 16 for Classes 1 to 8 with maximum 50% attendance.

Students in Telangana will be returning to school after more than 1.5 years. Following the state government’s decision to reopen colleges for physical classes from September 1, managements are planning to start with practical classes for the first few weeks, Times of India reported.
Mumbai University second merit list 2021 was released yesterday. According to which, St. Xavier’s Evening College cut-off score for the BCom programme is 87.67% (for Maharashtra board general category students) and 95.67% (for other boards general category students). The cut-off marks for admissions to St Xavier’s College was as high as 98% in the first round of admission.
The St. Andrew’s College cut-off marks for the second round is 86.5% for the BA programme and 63.85% for the BCom programme, both for the open category.

The Department of Public Instruction (DPI) and PU education department have issued separate standard operating procedures (SoPs) for schools and PU colleges reopening in Mysuru on Monday, as per a Times Of India report.
The experts’ committee has recommended reopening Delhi schools for all classes in a phased manner, according to the NDTV report. In the first phase, students in higher classes should be called back for offline classes, followed by middle classes, and finally primary classes, the committee has suggested.

A Delhi Disaster Management Authority’s (DDMA) committee will submit a report today on the strategy for reopening schools, colleges and educational institutions to the Chief minister's office and Lieutenant Governor (LG), according to the Hindustan Times report. The Delhi government will take a call in this matter based on this, a senior government official said.
Karnataka reopened schools for Classes 9 to 12 on Monday. Only districts with less than 2% Covid-19 positivity rate have been allowed to reopen schools. Parents and staff who are vaccinated before they enter the campus to make sure everyone is safe. Online classes will also continue for students who are unable to attend offline classes, as per reports.

Telangana Chief Minister K Chandrashekhar Rao has announced that the schools, colleges, and all institutions will reopen from September 1, according to reports. The chief minister also directed the officials strictly follow the COVID-19 guidelines and ensure cleaning and sanitisation of all educational institutions and hostels by August 30.

1) A detailed plan comprising standard operating procedures (SOPs).

According to India Today report, All engineering colleges and vocational education institutions affiliated to Veer Madho Singh Bhandari Uttarakhand Technological University will open from August 23 for offline studies. Deputy chief minister Manish Sisodia back in July had asked for feedback on reopening of schools from parents on Twitter, that he would like their suggestions on the matter. A mega parent-teacher meeting (PTM) was held between July 19 and 31 in government schools, after which Sisodia reportedly told DDMA that at least 90% of the parents who attended PTM at government schools, had voted in favour of reopening of schools in Delhi.
As per the HT report official from DDMA said, “In its report, the committee will be chalking out a detailed plan comprising standard operating procedures (SOPs), assessment of the ability of schools to implement such SOPs and plan for vaccination of teachers and staff; and address concerns of parents of the students. A decision on reopening will be taken thereafter.”
On August 25 a panel of Delhi Disaster Management Authority’s (DDMA) will file a report on the strategy for reopening schools, colleges and educational institutions in Delhi to the offices of chief minister and Lieutenant Governor. The government then will take a call in the matter, a senior government official said on Saturday, according to the Hindustan Times report.

According to a Times of India report, Rajasthan government has decided to reopen colleges, universities and schools from September 1 with 50% capacity. The government has also allowed to open coaching and other educational institutes on the same date. The decision was taken by Chief Minister Ashok Gehlot after considering a report sent by the ministerial committee, the report said.
Uttarakhand has announced its college reopening date to be September 1, as per the New Indian Express report. Other states like Maharashtra, Uttar Pradesh, Delhi are considering to finalise college reopen dates soon.

The National Institute For Communicable Diseases Of South Africa said, "An increase in weekly incidence of new cases among individuals younger than 20 years has been reported by different provinces. This could be explained by clusters reported from schools, following reopening of schools in week 30 and 31 of 2021."

Karnataka Congress unit President DK Shivkumar said, "Even as Govt has decided to reopen schools for Classes 9-12, the health of our students should be our top priority. They should ensure to make all necessary arrangements for student's safety and not let them suffer due to the lack of planning as we witnessed during the 2nd wave."

Stating that the poor families are unable to afford expensive virtual education, a Delhi student in his petition said, “Issue a writ, order or direction, directing respondents (Centre and States) to consider and take a time-bound decision in regard to the physical re-opening of schools in their respective areas, and conduct of offline teaching, which forms subject matter of the present petition,” according to The Hindu report.
While states like Uttarakhand and Rajasthan have decided to reopen colleges from September 1, the decision of several other states are awaited. States like Punjab and Chandigarh have already reopened the colleges for those students who have received at least one dose of the Covid-19 vaccine. Tamil Nadu has also announced to reopen medical colleges from September 1 .
Students in Kolkata, Jadavpur and Presidency University are attending classes on the streets to protest against the prolonged closure of college, TOI reported. Last week, a Delhi student moved Supreme Court, seeking a time-bound decision about reopening of schools. College students, especially those studying subjects that involve fieldwork, feel their careers are at stake.
The report quoted a mother as saying: "There is no restrictions against taking kids to restaurants and malls then what's the problem with schools?" Schools should conduct vaccination drives for children above 14 years and resume offline class.
The All India Students’ Association (AISA) on August 17 launched a campaign demanding the reopening of Delhi University campuses. The students’ body also said the university should arrange for facilities to get students vaccinated on campus, The Hindu reported.
Delhi University earlier announced to reopen the colleges for science streams students. However, the university cancelled its move later stating that the Delhi Disaster Management Authority is yet to allow in-person classes on campuses.
The Tamil Nadu government has released standard operating procedures (SOPs) for reopening schools for Classes 9 to 12. Schools for Class 9 to 12, and medical colleges will reopen from September 1. 50% of students will be accommodated in a class, NDTV reported.
While teachers and students remain apprehensive of the possible third wave of COVID-19 in the country, many states are mulling over reopening of educational institutions. Some state governments have also started issuing SOPs for resuming classes with limited capacity.
As some states are planning to reopen colleges and universities with limited capacity, states like Punjab and Chandigarh have already reopened the colleges for those students who have received at least one dose of the Covid-19 vaccine.
“Colleges can be allowed to reopen for students who are aged above 18 and have taken both the vaccine doses. Teachers and non-teaching staff should also have been fully vaccinated. They can be allowed to hold offline classes by following social distancing norms,” Maharashtra deputy chief minister was quoted as saying by The New Indian Express
The Karnataka government has permitted offline classes from Monday (August 23). As per the standard operating procedure (SoP) issued by the Department of Pre-University Education (DPUE), pre-university (PU) colleges have been asked to divide students into separate batches for offline and online classes. “This rule will be applied primarily to PU colleges with a student strength exceeding 100,” a DPUE official told The Indian Express.
State health authorities on Wednesday said that the second wave has come to an end in Telangana and Covid-19 is in control. They also said that this is the right time to reopen schools and colleges, according to TOI report.
About Maharashtra colleges reopening for physical classes, the deputy chief minister Maharashtra deputy chief minister Ajit Pawar said talks are going on about allowing fully vaccinated students and staff to begin offline classes in limited numbers following all Covid-19 protocols, according to Time of India report. “A final decision about this too will be taken by the chief minister,” he said.
Higher education minister Uday Samant said Maharashtra is considering to reopen colleges and universities in the state. Samant said that the state universities are discussing college reopening with the district collectors, however, there is a delay in the implementation of the decision due to the possibility of a third wave of COVID-19, according to The Indian Express report. The final decision will be taken in the next 15 days, the report added.
The Uttarakhand government asked institutions to ensure sanitisation of college premises, social distancing, thermal scanning at entrance gates and wearing of masks. Further, the government asked colleges to prepare a schedule to have students enter and leave colleges at different hours.

The Uttarakhand Government has issued Standard Operating Procedures (SOPs) ahead of reopening higher education institutions from September 1, as per a report from The New Indian Express. The government asked all higher education institutions to strictly follow Covid-19 protocols and ensure vaccination of teaching and non-teaching staff.
The Uttar Pradesh government had announced that it may reopen colleges in the state in the middle of August, as per a Hindustan Times report. Uttar Pradesh Chief Minister Yogi Aditya Nath said that preparations should be made to start new sessions in all educational institutions, even while keeping in mind the Covid-19 situation, according to the report. UP college admissions 2021 began on August 5.
