Delhi Blast: NMC strikes off names of accused doctors from medical register ‘in view of’ UAPA cases

Red Fort Blast: The National Medical Commission (NMC) has removed four doctors in the police net for the Delhi Red Fort blast from the Indian Medical Register or National Medical Register (IMR/NMR) “with immediate effect”. The NMC’s public notice, issued on November 14, cites the FIRs filed against them under India’s anti-terror law, the Unlawful Activities Prevention Act (UAPA).

The doctors who have had their names removed are Muzaffar Ahmad (registration number 14680/2017), Adeel Ahmad Rather 15892/2019), Muzamil Shakeel (15130/2018), and Shaheen Saeed (45961/2022). All four of them were associated with the Faridabad-based private Al-Falah University.

“In view of the FIR registered under relevant sections of UAPA, the National Medical Commission has removed names of Dr. Muzaffar Ahmad (Registration No. 14680/ 2017), Dr. Adeel Ahmad Rather, (Registration No. 15892/ 2019), Dr. Muzamil Shakeel, (Registration No. 15130/ 2018) and Dr. Shaheen Saeed (Registration No. 45961/ 2022) from IMR/NMR, vide orders dated 14.11.2025”, says the National Medical Commission’s public notice.

The NMC orders refer to the FIR filed under multiple provisions of the UAPA, Explosive Substance Act, Arms Act, and other sections.

Red Fort blast-accused doctors can't practise

The doctors who have had their names struck off are from Jammu and Kashmir or Uttar Pradesh and are being investigated for their alleged involvement in the blast at Red Fort on Monday evening, November 10. The high-intensity blast near Delhi’s Red Fort killed 13. Police have reported that some of the individuals named in the FIR are under further investigation for their alleged roles in the incident.

According to reports, Shaheen Saeed had a professional association with Muzammil Ahmad Ganaie, who was also arrested in connection with the Delhi Red Fort blast. Authorities are examining her professional links as part of the ongoing inquiry, while the NMC order itself cites only violations of medical ethics and professional conduct.

Adeel Ahmad Rather, whose NMC registration was also cancelled, was arrested from Saharanpur, Uttar Pradesh. According to TOI, he worked at Al-Falah University and is under investigation for his alleged role in the Faridabad module handling explosives and weapons.

The NMC cited clauses in the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002, as grounds for removal. Following directives from the Jammu & Kashmir Medical Council and the Uttar Pradesh Medical Council, the commission ordered that the doctors’ names be removed from the IMR/NMR. They are no longer entitled to practice medicine or hold any medical appointments.
