Faculty members can opt for CAS promotions till December 31 this year: UGC

UGC has amended the 2023 regulations and extended the time period to exercise the option for CAS promotions under 2010 or 2018 regulations.
NEW DELHI: The University Grants Commission (UGC) has extended the time period to exercise the option for Career Advancement Scheme (CAS) promotions till December 31, 2024. The decision has been taken to avoid hardship to those faculty members in colleges and universities who have already qualified or are likely to qualify for the promotion till December end as per the UGC regulations on minimum qualifications for teacher appointment 2010.
As per the 2018 regulations, the teachers and academic staff who qualified shortly under the regulations could exercise this option within three years from the date of notification. This was amended to faculty members qualifying within six months (till January 17, 2019) getting the option till December 31, 2023 in the 2023 regulations.
The commission informed that the proviso prescribed under Clause 6.3 in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (3rd Amendment) Regulations, 2023, shall be substituted with the following:
"The criteria for promotions under Career Advancement Scheme laid down under these Regulations shall be effective from the date of notification of these Regulations. However, to avoid hardship to those faculty members who have already qualified or are likely to qualify till 31 December 2024 as per the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education, 2010, a choice may be given to them either for being considered for promotions under the 2010 or 2018 regulations. The date of eligibility shall be retained as the date of promotion. On the date of submission of the application, the candidate should fulfill all eligibility criteria required for promotion."
As a consequence, Clause 6.3 of the 2023 regulations stands deleted, UGC informed. “All the HEls are requested to comply with the above provision of extension,” it said.
