Forensic Science, Rashtriya Raksha University Bills in Lok Sabha

NEW DELHI: On the last day of the Budget session, the Union Government introduced two key legislations in the Lok Sabha to promote forensic science and to create a pool of trained professionals with new skills in policing.

The government has proposed to upgrade the Gujarat Forensic Sciences University into a National Forensic Sciences University by introducing the National Forensic Science University Bill, 2020. The Union Minister of State for Home, G Kishan Reddy while introducing the Bill said that it seeks to declare the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Sciences, New Delhi, an Institution of National Importance (INI).

Reddy also introduced a bill to upgrade Raksha Shakti University, a state university, into an INI and also change its name to Rashtriya Raksha University, through Rashtriya Raksha University Bill, 2020. The university will be a multi-disciplinary institution.

As per the Bill, it will also help to fulfil the need for a pool of trained professionals with specialised knowledge and new skill sets in various wings of policing, the criminal justice system and correctional administration.

Reddy added that the National Forensic Science University Bill will address this gap as it is proposed to establish a National Forensic Sciences University by upgrading the Gujarat Forensic Sciences University at Gandhinagar in Gujarat, reported Outlook. As per the bill, the Forensic Sciences University seeks to facilitate and promote studies and research, and to achieve excellence in the field of forensic science in conjunction with applied behavioural science studies, law, criminology and other allied areas and technology and other related fields for strengthening criminal justice system in the country.

It is also proposed to declare the Lok Nayak Jayaprakash Narayan National Institute of Criminology and Forensic Sciences, New Delhi, as an institution of national importance, the bill said.

The university will grant degrees and other academic distinctions; make the university open to all persons irrespective of gender, race, caste, creed, disability, domicile, ethnicity, social or economic background.
