Nandan Nilekani-led task force seeks suggestions on public exam reforms, NTA security and student well-being

The Government of India (GoI) has constituted a high-powered task force (HPTF) under the chairmanship of Shri Nandan Nilekani to examine and recommend comprehensive reforms in the conduct, security, design and governance of public examinations, including those conducted by the National Testing Agency (NTA).

The task force is examining measures to strengthen institutional systems and processes, ensure examination integrity and security, deploy appropriate technologies and improve examination infrastructure. It will also focus on accessibility, inclusion and student well-being.

The objective is to develop a public examination system that is robust, secure, transparent, equitable and future-ready. The HPTF has invited suggestions from stakeholders to benefit from their experience, knowledge and perspectives.

Public exam reform task force seeks suggestions

The consultation is open to students and candidates, parents, teachers, academic institutions, examination-conducting and test-indenting bodies, subject matter experts, technology professionals, industry organisations, civil society organisations and other interested stakeholders.

Suggestions can cover the conduct and security of public examination design and assessment methodology, governance and accountability, and institutional arrangements. Stakeholders can also submit views on preventing, detecting and addressing examination malpractices.

NTA exam reforms to focus technology

The HPTF is also seeking suggestions on the use of technology, including secure computer-based testing, as well as the creation and augmentation of examination infrastructure.

Another area of consultation is the development of an inclusive examination framework to improve access across social, economic, regional and linguistic groups. Suggestions are also invited on transparency, grievance redressal and communication with stakeholders.

Student well-being included in reforms

The task has included student well-being throughout the examination process among the areas for consultation. Stakeholders can suggest measures that could support students during different stages of the examination process.

The HPTF has also invited suggestions on any other measure that could add value to the examination system. The inputs received through the public consultation will assist the task force in formulating its recommendations to the Government.

HPTF invites feedback through multiple channels

Stakeholders can submit their suggestions through the HPTET's official website at examreforms-taskforce.dopy.gov.in. They can also conduct the task force through the phone number 1800-180-4747.

Suggestions can additionally be submitted through Whatsapp by sending "hptf" to +91782704230 or through the email address ExamReformsTaskforce@dopt.gov.in. Submissions are accepted in English, Hindi and regional languages.

Public consultations closes September 13

The last date for stakeholders to submit their suggestions is September 13, 2026. The task force has encouraged active, constructive and wise-ranging participation from all stakeholders.
