JEE Main, NEET 2020 Live Updates: MHA unlock 4.0 guidelines released

Education Minister Ramesh Pokhriyal has requested Goa Chief Minister Pramod Sawant to provide elaborate security arrangements for all NEET and JEE aspirants who have to appear for the exam in Goa.

5 students of IIT Bombay designed a web portal to help JEE and NEET aspirants to reach their respective examination centre. Aspirants who want a ride on the day of NEET or JEE exam, needs to register themselves at eduride.in. They need to enter the requisite details of exam centre and raise a request for a ride and any person who wants to volunteer, they also have to register themselves on the official EduRide website. The volunteers may choose the option to drive the student or make a donation.

Aspirants appearing for JEE Main 2020 will have to carry the below-mentioned stuff in the exam hall:

• JEE Main 2020 admit card

• Passport size photograph (same as that on the admit card)

• Government-issued photo identity proof

• Hand sanitizer (max 50ml)

• Face mask

• Hand gloves

• Transparent water bottle

In the released admit card, NTA has not specified any particular JEE Main dress code to be followed while appearing for the exam. However, aspirants can follow the below-mentioned dress code of JEE Main 2020.

• Any metallic objects will be not allowed in the JEE Main examination hall. So, there should not be any metal part in the dress worn as well.

• Any piece of jewellery, a watch, or any other gadgets/ ornaments will not be allowed.

• Face masks are a must these days while stepping out of the house due to the pandemic. However, the authorities shall also provide another mask to be worn during JEE Main April session.

• Candidates are advised to wear full sleeves clothes that help them completely cover their arms and legs.

• Students are not allowed to cover their heads or faces during JEE Main 2020 examination.

• Clothes with noticeably large buttons, brooches, etc. will not be allowed.

As per the schedule, JEE Main will commence from September 1, aspirants fro different places have started leaving for their respective exam centre.

Delhi Lt. Governor Anil Baijal, rejecting the Kejriwal government's propoal has given his approval to the center to conduct NEET, JEE exams 2020 in the Union Territory. Delhi Lt. Governor has rejected the proposal given by Delhi government to postpone NEET, JEE Exam 2020. The exams will be held in September 1 to 6, for JEE Mains and September 13, 2020 for NEET.

Students' advocate Anubha Shrivastava Sahai has urged the students of JEE Main and NEET to focus on their students and not to rely on the petition filed in the Supreme Court asking for a postponement of exams.

Six opposition states have filed a petition in the court to review its decision on conducting NEET and JEE Main 2020.

When JEE Main and NEET are just few days to go, the Uttarakhand government has given green signal in conducting the engineering and medical entrance exam in the state. On Sunday, the government said that it will take all the possible necessary precautions for the safety of students.

The safety measures include ensuring physical distancing and limiting the number of students in each centre while conducting the NEET, JEE Main entrance exams, said the government in a statement.

The chief minister of Uttarakhand, Trivendra Singh Rawat has instructed all the district magistrates to take all the necessary steps required.

Senior BJP leader, Kailash Vijayvargiya, claims that around 90 per cent of the West Bengal aspirants are willing to appear for JEE Main and NEET entrance exams, as reported by Press Trust of India . He accused that Mamta Banerjee is ruining the future of medical and engineering students.

For the sake of humanity, two students have approached the Supreme Court through a letter petition to Chief Justice of India (CJI), SA Bobde, requesting to postpone JEE Mains and NEET exams across the nation, as per the reports by the Hindustan Times . A class 12 student along with a third-year law student, on Friday, wrote a joint letter petition to CJI seeking his intervention on the matter of postponement of JEE, NEET exams in the mid of COVID outbreak.

The letter says that it is required the kind attention of the court. It also adds that the decision of the union government on conducting NEET and JEE exams amid novel coronavirus is a violation of Article 21 of the Constitution, as it forces all the JEE and NEET aspirants to either wish their lives/health through a virus or to miss out a chance to appear for the entrance exam.

In the 4.0 unlock guidelines, MHA has included that no restrictions will be imposed on inter-state or intra-state movements of people and goods, including those for cross-land border trade under treaties with neighbouring countries. No separate permissions/approval/e-permits will be required for such movements.

As per the MHA unlock 4.0 guidelines, the metro rail will be functional from September 7, 2020, in a group way. In this regard, SOPs will be issued by the Ministry of Housing and Urban Affairs (MOHUA). Also the international air travel of passengers is allowed, except as permitted by MHA.

The key guidelines also mention that the lockdown will be enforced in containment zones till September 30, 2020, which means students from such areas need to contact the district authorities or contact the helpline number of ministries for clarifications.

Social/academic/sports/entertainment/cultural/religious/political functions and other congregations with a total of 100 persons will be allowed with effect from September 21, 2020, with wearing masks, social distancing, provision for thermal scanning and hand wash or sanitizer.

Only open-air theatres can open with effect from September 21, 2020.

Ministry of Home Affairs, Government of India has released the unlock 4.0 guidelines on August 29, 2020. As many as ten instructions have been notified in the unlock 4.0 key guidelines PDF. The unlock guidelines by MHA mentions that:

• Schools, colleges, educational institutions and coaching centres will still remain closed for students and regular class activity till September 30, 2020.
• However, online or distance learning will continue, 50% of teaching and non-teaching staff will be called to the schools at the time of online teaching/tele-counselling and related work with effect from September 21, 2020, with SOP (Standard Operating Procedures).
• To take guidance from teachers for studies, Class 9 to 12 students are permitted to visit the schools which are in areas outside containment zones on a voluntary basis.
• Skills and entrepreneurship training will be allowed in National Skill Training Institutes, Industrial Training Institutes (ITIs), Short term training centres registered with National Skill Development Corporation or State Skill Development Missions and other Ministries of Government of India or state governments.
• National Institute of Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) and other training providers will also be permitted.
• Higher Institutions only for research scholars (PhD) and postgraduate students of technical and professional programmes requiring laboratory/experimental works are allowed by Department of Higher Education (DHE) in consultation with MHA based on assessment of the situation keeping in view incidence of COVID-19 in states/UTs.

Germany media is now reporting about the NEET and JEE Main 2020 postponement news. The Germany based website, Handelsblatt, has published an article with a title on 'Protests in India against University entrance exams despite Corona'. The article mentions that the, with international support, Indian youth are protesting for the postponement of medicine and engineering entrance exams (NEET UG and JEE Main) in view of COVID-19 crises. Young Indians are afraid that they will contact Corona during the exam or while travelling at the centre and might carry the virus into their families. The activist Greta Thunberg called the exam conducting authority in this constellation deeply unfair. Luisa Neubauer also said that "It's a question of fairness in education, support comes all over the world."

The coaching institutes are also into the matter with a request to postpone JEE Main and NEET exams 2020. Founder of Career Point, Pramod Maheshwari, through his tweet has mentioned that 7 days of lockdown in Kota starting from today as COVID situation is out of control. He tagged PMO, education minister and NTA while requesting to see beyond politics and ego. He requested to postpone JEE Mains/NEET.

As per the recent reports, Mamta Banerjee, West Bengal CM has declared that no exams will be conducted in the state including National Eligibility cum Entrance Test for medical admissions and Joint Entrance Examinations Mains for engineering admissions.

Candidates, parents and several politicians through twitter are asking how social distancing norms will be implemented for NEET and JEE Main 2020 exams with more than 25 lakh candidates combined? The Jharkhand government has allowed opening hotels, lodges, restaurants and public transports in view of JEE Mains (September 1 to 6, 2020) and NEET (September 13, 2020). The services will be available till September 30, 2020, within the state for helping the students appearing for engineering and medical entrance exams in September. Under the 'Unlock 4' notification issued on Friday, the Hemant Soren government also allowed the opening of malls outside the containment zones with immediate effect.

In a tweet, the education minister has mentioned his interview and written tagging DG NTA that the authority will ensure that the health and safety of students are not under risk. It also says that the National Testing Agency (NTA) has taken all the safety measures to conduct JEE Mains and NEET UG entrance test.

Odisha CM, Navin Patnaik has lifted the complete shutdown from the seven cities to conduct Joint Entrance Examination (JEE) Main and National Eligibility cum Entrance Test (NEET).

A notice has been released which indicates the lifting of shutdown in 7 cities. The notice was issued after the Chief Secretary, A K Tripathy announced that the state government will provide free transport and accommodation to students who are apprearing for JEE mains and NEET 2020.

The Special Relief Commissioners (SRC) office has released a set of guidelines for the smooth conduct of the examination. "No lockdown or shutdown will be in force in the seven examination cities from August 30-September 7 (JEE) and from September 9-14 (NEET)," the notification said.

Ashok Gahlot, Rajasthan Chief Minister said on Friday to postpone JEE, NEET entrance exams due to the COVID-19 pandemic. In a video message, Gahlot said that the country is flooded with the cases of Coronavirus and there is a problem of transportation and hostel during a pandemic. "The centre should take a decision quickly as little is left. The government should not hesitate to postpone the exam. The government should consider the feelings of students and parents. I hope the government will behave sensitively and postpone the exams," Rajasthan CM said.

Chhattisgarh Chief Minister, Bhupesh Baghel on Friday has opposed the centre's decision on conducting NEET and JEE Main 2020 entrance exam. Including Chhattisgarh many states with opposition parties have demanded that the National Eligibility cum Entrance Test (NEET) and the Joint Entrance Examination (JEE) should be postponed in view of COVID-19 pandemic and floods in parts of the country.

"This a difficult phase for the entire country. While the country has been fighting the coronavirus crisis, the Central government is adamant on conducting NEET and JEE exams," said Baghel in a video posted on his twitter account.

Following the directives of Odisha CM, Naveen Patnaik, the state government has decided to provide free transport and accommodation to candidates appearing for National Eligibility cum Entrance Test and Joint Entrance Examination. Through a tweet, ABVP has informed that NEET and JEE students can call at the helpline numbers in their respective states, in case of any difficulties faced by candidates. The tweet mentions statewide students helpline for engineering and medical aspirants.

West Bengal education minister, Partha Chatterjee on Friday said that the centre's decision on conducting JEE Main and NEET in September during COVID-19 pandemic will expose more than 25 lakh students health of the country. While addressing a rally on the occasion of Trinamool Chhatra Parishad (TMCP) Foundation Day, he said that this decision of holding the exams will increase chances of virus transmission and put several lives at risk.

On Friday, the Madhya Pradesh Chief Minister, Shivraj Singh Chouhan has said that keeping the one year of students in mind, the NEET and JEE 2020 should be conducted as per the respective schedule. Since the union government has made it clear that the Joint Entrance Examination (JEE) and National Eligibility cum Entrance Test (NEET) with due precautions. While, various opposition parties which include Congress, have demanded to postpone the entrance exams due to COVID-19 pandemic and floods in the parts of the country.

As per the recent data, as many as 7.6 lakh candidates have downloaded JEE admit cards to appear for engineering entrance examination to be held from September 1 to 6, 2020.

A total of 11.49 lakh NEET aspirants have downloaded their hall tickets for the entrance exam which is scheduled to be held on September 13, 2020.

NTA has confirmed that 9.53 lakh and 15.97 lakh candidates have registered for JEE and NEET 2020 exams, respectively.

As per the reports of The Indian Express, in order to conduct the JEE Main with all safety measures, NTA has allocated an additional budget of almost Rs 13 crores. NTA has fully prepared themselves to conduct the JEE Main 2020 exam smoothly without any kind of inconvenience, as per the SOPs.

Amid the states writing to the centre for postponements, Uttarakhand government official said that they can conduct the NEET and JEE Main 2020 entrance exams following the COVID-19 centre's guidelines, as per the reports. The state has also conducted board exams which had more number of candidates appearing compared to the engineering and medical national level entrance exams. “Exams will be conducted in the state as per the guidelines of the Central government. Board examinations were also conducted in the state amid Covid-19 epidemic which has more number of candidates appearing for the exams compared to NEET-JEE. These exams will also be conducted following all safety norms.” said medical education secretary in-charge, Pankaj Pandey to Hindustan Times .

NTA has made all the necessary arrangements for JEE Main 2020. As per the reports, NTA has already kept a stock of around 10 lakh pairs of gloves, 1,300 infrared thermometer guns, 10 lakh masks, 6,600 litres of hand sanitizer, 6,600 litres of disinfectant liquid, 3,300 spray bottles, 6,600 sponges, and 3,300 cleaning staff.

In regard to the current scenario of NEET and JEE Main, Shri Shashi Tharoor said that "It’s dangerous and unfair to expose our youth to such a risk. Postpone the NEET - JEE exams.

In his video for JEE and NEET examinations, the education minister said that as many as 7.5 lakh candidates have downloaded JEE admit card . While more than 10 lakh NEET admit cards were downloaded within 24 hours of its release despite the rising protests against conducting the exams.

Many NEET and JEE aspirants who are going to appear for entrance test raised concern regarding the lacks in the transport facilities . Seeing the distance of the NEET exam centres and travel restrictions during this pandemic, aspirants are in fear of of contracting COVID-19.

Virendra K Tiwari, Director of IIT Kharagpur supports the conduction JEE and NEET exam on the specified date. IIT Director tweeted his opinion on NEET and JEE main 2020 that “I have been observing the recent debate on JEE and NEET. In order to postpone the JEE main and NEET exam 2020, Hemant Soren, CM of Jharkhand wrote a letter to the Education Minister, Dr. Ramesh Pokhriyal Nishank. Hemant Soren seeking the postponement of NEET & JEE in view of larger public interest.

Through his tweet on August 27, the education minister has informed that the decision on conducting NEET and JEE 2020 is being taken holistically, keeping the careers of students in mind. In a video on Wednesday, Ramesh Pokhriyal told a number of students and parents have sent him requests to conduct the entrance exams through the mail, twitter, Facebook, and at NTA contact details. And keeping that in mind along with the safety of candidates,  he has clarified that JEE Main and NEET 2020 will be held as per the schedule decided.

NTA DG told me that 7.5 lakhs out of 8.58 lakhs candidates in JEE have downloaded admit cards. For NEET, over 10 lakhs out of 15.97 lakhs candidates downloaded admit cards in 24 hrs.
