The Medical Counselling Committee (MCC) has issued new guidelines for PwBD candidates seeking admission to MBBS and BDS courses through NEET UG counselling 2025. Persons with Benchmark Disabilities (PwBD) will now have to mandatorily obtain a disability certificate from one of the 16 MCC-designated centres.

The revised PwD guidelines for MBBS admission come days after the National Medical Commission (NMC) notified the interim regulations, introducing a self-declaration process. Candidates will have to fill the self-certified affidavits in the prescribed format and approach the designated medical board for verification.

According to the revised guidelines, all candidates with benchmark disabilities, who possess a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD) and meet the NEET UG eligibility criteria will be considered for AIQ seats under the PwD category.

Guidelines for PwBD MBBS admission

To claim the reservation, candidates will have to approach one of the 16 MCC-designated disability centers and submit all the required documents.

  • NEET UG 2025 result demonstrating eligibility for the MBBS course.
  • Valid UDID card (Yellow or above) issued by the DEPwD —excluding visual disabilities.
  • Self-certified affidavits in the prescribed format.

“The certificate will be generated by the centre as per details of disability mentioned on the UDID card, affidavit submitted by the PwBD candidate, fulfillment of eligibility criteria subject to Board assessment of functional competencies,” the MCC said.

“For disabilities other than the one already discussed in respect of Locomotor, Hearing, Visual and SLD/ASD/ Mental Illness, they will have to submit a valid UDID card and the self-certified affidavit prescribed under the category ‘Others’,” it added.

Only those candidates who have obtained the disability certificate from these centres will be shown choices of PwD seats for AIQ quota. Students seeking admission under 85% state quota can visit state disability boards for obtaining certificates.
