PM-SETU expands nationwide as panel approves over Rs 1,200 crore investment for ITI clusters across states

National Steering Committee clears nationwide rollout of PM-SETU across 200 ITI clusters, approves Rs 1,237.58 crore Strategic Investment Plans
The 4th National Steering Committee (NSC) of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) has been conducted on July 7, 2026 under the the chairpersonship of Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship (MSDE). Dilip Kumar, DG-DGT, Manasi Sahay Thakur, Joint Secretary were joined by senior officials of state governments, multilateral development partners, industry and other stakeholders in the meeting.
The committee approved the extension of the pilot phase of PM-SETU to be a nationwide rollout across all the 200 identified ITI clusters during the meeting. States/UTs will take up implementation based on Industry readiness and implementation capacity.
The committee also agreed upon a set of measures that would make the implementation easier, increase the industry participation, strengthen the capability of public sector undertakings (PSUs) to participate and expand the institutional ecosystem in the support of PM-SETU.
Strategic investments plans are approved
Strategic investment plans (SIPs) worth Rs 1,237.58 crore were approved by the committee. The approved proposals feature anchor industry partners: Jindal Naveen Avsar Limited, Odisha; ArcelorMittal Nippon Steel India, Gujarat; Apollo Med-Skills Limited; Sri Siddharth Infratech & Services (I) Pvt. Ltd. (SSISPL) and Neuland Foundation, Telangana. The SIPs are recommended by the state steering committees.
For Odisha, the approved cluster is as follows: Government ITI Barbil as hub and Government ITI Anandapur, Government ITI Koira, Government ITI Karanjia and Government ITI Barkote as spokes. The anchor industry partner is proposed to be Jindal Naveen Avsar Limited with a proposed investment of Rs 240.21 crore.
The approved cluster in Gujarat is the Government ITI Surat as the hub institute and the other institutes are Government ITI Hajira, Government ITI Bardoli, Government ITI Sachin and Government ITI Surat (Mahila) as spoke institutes. ArcelorMittal nippon steel India has been chosen as the anchor industry partner with a proposed investment of Rs 240.18 crore.
Telangana state government has approved three clusters
The committee also approved three clusters of ITI in Telangana. The first is with Government ITI Old City as the spoke and Government ITI Warangal, Government ITI Nalgonda Boys, Government ITI Vikarabad Girls and Government ITI Panjaguda as the spoke institutes. The proposed investment of Rs 241.01 crore has been announced for the Anchor Industry Partner Apollo Med-Skills Limited.
The second cluster has Government ITI Patancheru as the hub and Government ITI Shadnagar, Government ITI Marpally, Government ITI Nalgonda (New) and Government ITI Bhongir as spokes. Sri Siddharth Infratech & Services (I) Pvt. Ltd. (SSISPL) has been identified as the Anchor Industry Partner with an investment of Rs 275.24 crore.
The third approved cluster consists of Government ITI Sangareddy as hub and spoke institutes as Government ITI Hathnoora, Government ITI Medak, Government ITI Dubbaka and Government ITI Yellareddy. Neuland Foundation has been pitched as the Anchor Industry Partner and is proposing an investment of Rs 240.94 crore.
PM-SETU is among the flagship schemes of the Government to modernise and revamp the ITI ecosystem with robust industry partnerships, futuristic curriculum development and enhanced employability outcomes.
