Tripura has achieved a literacy rate of 95 per cent and has become the fourth state to be declared fully literate under the ULLAS – Nav Bharat Saaksharta Karyakram. The announcement was made by Chief Minister Manik Saha during a state-level event at Rabindra Satabarshiki Bhavan in Agartala.
The declaration places Tripura alongside Ladakh, Mizoram and Goa, which have also been recognised for having achieved full literacy status. The event was attended by officials from the central government as well as the state administration.
The state’s progress is driven by the involvement of volunteer teachers and the creation of learning materials in Bengali, English and Kokborok. Learners receive certification through the Foundational Literacy and Numeracy Assessment Test (FLNAT), which covers foundational literacy, digital literacy and financial literacy.
The government attributed the outcome to public participation, a sense of responsibility among citizens, and mobilisation at the grassroots under the ULLAS scheme. In 1961, Tripura’s literacy rate was 20.24 per cent.
“In a proud moment for the people of Tripura, today declared the state as "Fully Literate State" in a ceremony held at Rabindra Shatabarshiki Bhavan, Agartala. Tripura became the third state in the country, after Mizoram and Goa to achieve full literacy. The state's Literacy Rate now stands at 95.6%, increased from 20.24% in 1961,” CM Manik Saha said.
Officials present at the function said the outcome reflects the role of community involvement, administrative coordination and structured learning systems. The recognition under ULLAS adds to the broader national effort aimed at achieving full literacy across all states and Union Territories by 2047, as part of the Viksit Bharat vision.
