Assam makes SAMARTH portal mandatory for lateral entry, student migration under NEP 2020

The Directorate of Higher Education (DHE), Government of Assam, has made it mandatory for all student migrations under the National Education Policy (NEP) 2020's Multiple Entry-Exit (MEE), horizontal mobility, and lateral entry provisions to be processed exclusively through the Assam SAMARTH Portal. DHE Assam has issued notification to ensure transparent, uniform, and seamless implementation of NEP 2020 provisions across all Higher Education Institutions (HEIs). All universities and colleges in Assam have to follow this from immediate affect.

Notification clarifies that all admissions or migrations involving entry into the third, fifth, or seventh semester of undergraduate programmes under the multiple entry-exit and horizontal mobility framework must be carried out only through assamadm-le.samarth.ac.in.

Colleges must note that the mandatory online process applies in situations when a student shifts from one programme to another within the same institution or when a student migrates from one institution to another.

No offline migration

The notification further prohibits institutions from permitting or processing student migration through manual, offline, or any alternative mechanism. "No institution shall facilitate, approve, or process migration outside the SAMARTH Lateral Entry Portal. Any migration completed in violation of these directions will be treated as unauthorised and will not be recognised for academic or administrative purposes," the notification reads.

The Directorate warned that such unauthorised migrations will not be considered valid for academic record maintenance, student lifecycle management, credit transfer or any other academic or administrative purpose.

Allowing migration outside the official portal may create discrepancies in several key academic databases and processes. Government aims to ensure that students' academic histories remain consistent across institutions and that credits earned under the Multiple Entry-Exit framework are accurately recorded and transferred.

The Directorate has also informed institutions that a detailed Standard Operating Procedure (SOP) governing the functioning of the Lateral Entry Portal will be issued separately on or after July 15, 2026.
