Budget 2021: HECI, ‘umbrella structure’ of institutions in 9 cities

NEW DELHI: Finance minister Nirmala Sitharaman in her Union Budget 2021 speech announced a new central university in Leh, Ladakh; a plan to have an “umbrella structure” in nine cities that have a large number of educational institutions concentrated in them and that a Bill to set up a Higher Education Commission of India will be moved this year.

This was the first budget after the National Education Policy 2020 was cleared by the Union Cabinet in July.

The finance minister Nirmala Sitharaman announced that the government will introduce legislation to introduce the Higher Education Commission of India (HECI) this year. Sitharaman also announced that nine cities to have “umbrella structure” for its higher education institutions to allow for better “synergy” between them. Sitharaman specifically mentioned Hyderabad in Telangana as an example. The FM also clarified that each university’s internal structure and character will not be disturbed.

Nirmala Sitharaman announced the establishment of a central university in Leh, Ladakh in the Union Budget 2021.

Sitharaman announced that Rs 50,000 crore has been earmarked for the NEP-proposed, National Research Foundation for a period of five years, till 2026. The NRF will fund and promote research in “thrust areas”.
