Maharashtra creates supernumerary posts for 3,276 Samagra Shiksha contractual employees

The decision offers pay parity and service security to thousands of Samagra Shiksha contractual employees.

The Maharashtra government has approved the supernumerary posts with equivalent pay scales for 3,276 contractual employees working under Samagra Shiksha Abhiyan.It provides relief to staff who have served under the centrally sponsored education programme for more than a decade. The decision was approved through a Government Resolution (GR) issued by the School Education and Sports Department today (on August 4). It applies to contractual employees who had completed 10 years or more of continuous service as of June 30, 2026. However, employees belonging to the technical cadre have been excluded from the decision.

School Education Minister Dadaji Bhuse said the move followed sustained efforts by the state government to resolve the long-pending issue concerning Samagra Shiksha contractual employees.

"Persistent follow-up was undertaken to resolve the issue of adjustment of 3,276 contractual employees under the Samagra Shiksha Abhiyan. This important decision, which delivers justice to these employees, has been made possible because of the support of Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde and Deputy Chief Minister Sunetra Pawar," Bhuse said.

Pay protection, but no pension or promotion benefits

According to the GR, the contractual posts currently held by eligible employees will be matched with equivalent sanctioned regular posts available in the School Education Department or other government departments. The equivalence will be determined by considering the nature of work, duties, responsibilities and recruitment rules applicable to the post.

Employees' salaries will be fixed in accordance with recommendations of 7th pay commission. Their existing salary will be protected, and they will continue to receive admissible dearness allowance (DA) and travelling allowance (TA) along with the prescribed basic pay.

However, the government clarified that the employees will not be eligible for promotions, benefits under the Assured Career Progression Scheme, pension or family pension.

The issue of contractual employees under the Samagra Shiksha scheme had been under consideration for over two years. A meeting chaired by the Chief Minister was held at Sahyadri Guest House on July 22, 2024, following which a committee was constituted to examine the matter and submit recommendations. The committee was reconstituted in June 2025 for administrative reasons, and its tenure was extended twice before it submitted its report on November 26, 2025.

Based on the committee's recommendations, the Maharashtra Cabinet approved the proposal at its meeting on July 2, 2026.
