NMC issues draft guidelines on registration of doctors to practice medicine; invites comments

NEW DELHI: The National Medical Commission (NMC) has released draft regulations on ‘License to practice medicine 2022’, ‘Registration of additional qualifications’, as well as ‘temporary registration of foreign medical practitioner to practice medicine in India’. NMC has invited comments from the public, experts, organizations and all stakeholders within a month. The comments can be sent by May 6 to email ID - emrb.regn@nmc.org.in. NMC will be conducting a National Exit Test (NeXT) for all medical graduates to be able to practice medicine.

NMC draft regulations on license to practice medicine

According to the NMC draft regulations,

• The Ethics and Medical Registration Board (EMRB) and NMC will generate a unique ID No. and thereby accord license to practice medicine to the practitioner in the respective state or union territory.
• No person shall practice medicine (means modern scientific medicine as defined) in India unless issued either a license to practice medicine, either temporary or otherwise".
• Till, such time National Register comes into force the existing system of the registration of medical practitioners shall continue.
• All licenced practitioners are obliged to inform and update their data in National Register such as Additional Qualifications, Contact Details, and Place of Practice / Employment as soon as changes occur.

Eligibility for License to Practice Medicine for Indian medical graduates

• The person should have obtained the graduate medical qualification in modern scientific system of medicine, allopathy, MBBS, in India, duly recognized by NMC.
• The person should have completed one year or 12 months of compulsory rotating medical internship
• The person should qualify the NeXT exam.
• Before, NExT exam comes into force the existing system of the registration of medical practitioners shall continue.
• An Indian medical graduate who has been registered in the Indian Medical Register or registered by a State Medical Council shall be deemed to have enrolled in the National Register and hence obtained license to practice Medicine.

Eligibility for License to Practice Medicine for foreign medical graduates

• The person should have obtained a medical qualification in modern scientific system of medicine/ allopathy from a medical institution established in any country outside India and recognized and listed in the Schedule maintained by NMC.
• He should be recognized and Registrable as medical practitioner in that country
• The person should qualify the NeXT exam.
• He does compulsory rotating Houseman ship (medical Internship) in an NMC recognised College/Hospital before taking further step of NexT exam.
