On the Performance Grading Index, Delhi, Kerala follow. Each state and UT was scored out of 1,000; the top 2 scored 701–760 points.

NEW DELHI: Punjab and Chandigarh have emerged the best performing state and union territory in the Performance Grading Index (PGI) 2021-22 released by the education ministry on Friday. The PGI report is the result of an annual evaluation by the education ministry which rates the performance of states in school education.
However, no state or union territory made it to the top four categories of the Index. The index has a maximum of 1,000 points and the topmost category requires a tleast 941 points.
Punjab and Chandigarh are both in the 641 – 700 point category. They are followed by Delhi and Kerala.
This year’s Education Performance Grading Index (PGI) report uses different metrics from last year and states and union territories are scored out of a total of 1,000 points. They are then placed in 10 categories or levels based on performance.

The new PGI structure ranks states across 73 indicators grouped into two categories: outcomes, and governance management. These categories are further divided into six domains: learning outcomes; access; infrastructure and facilities; equity; governance process; teachers education and training. Each state and union territory was then scored out of 1,000 on each of these parameters or domains.
Apart from Punjab and Chandigarh, the top performing states and union territories are Gujarat, Kerala, Maharashtra, Delhi, Puducherry, Tamil Nadu. All of these states were put into the 641 – 700 point category.
Arunachal Pradesh, Meghalaya and Mizoram emerged as the worst-performing states in the PGI report. All three states were put in the 401 - 460 point category.
Delhi was the only state or union territory to get into the highest category for any domain. Delhi was in the top category (941 - 1000) for both access and equity.

Last year, Kerala, Punjab, Chandigarh, Maharashtra, Andhra Pradesh, Rajasthan and Guajrat were the best performing states. These states were categorised at Level 2 of the PGI report for which states have to have an overall score of 901-950. This year’s PGI report, however, uses a different system and hence is “not comparable” with previous editions, according to the education ministry.
The PGI for states and UTs was first released in 2017-18.
