The Shoolini University initiative aims to make admission support, digital infrastructure, and academic guidance accessible to remote areas through CSCs.

Shoolini University has partnered with Common Service Centers (CSC) spread across India for “digital learning programmes, offering on-ground support for admissions, infrastructure, and academic guidance”. Shoolini University, Himachal Pradesh, will deliver its courses to students all over India now, through its digital educational resources.
CSCs are access points which connect private and government services to rural and remote areas.
Shoolini University’s Centre for Distance and Online Education (SCDOE) officially announced a strategic partnership with CSCs on May 28, 2025. This agreement aims to make sure that remote areas of the country get access to “admission support, digital infrastructure, and academic guidance” through their local CSC.
“With this partnership, we aim to provide 360-degree support for Village Level Entrepreneurs (VLEs) and rural learners. This collaboration directly contributes to the goals of Viksit Bharat Abhiyan by making employment-oriented education more accessible.” said Sanjay Kumar Rakesh, managing director of CSC.

Shoolini University’s initiative supports the Digital India mission by making digital higher education accessible to the rural youth as well. Through this, the university aims to reduce the urban-rural divide in India. It plans to provide courses that make students employment-ready.
Ashish Khosla, founder and president of Shoolini University, said, “India’s Gross Enrollment Ratio (GER) in higher education is just 28%. Digital platforms can be instrumental in improving access and driving enrollment, especially in Tier 2 and Tier 3 regions.”
Shoolini University is located near the Himalayas in Himachal Pradesh and is known for its research programmes. It is accredited A+ by National Assessment and Accreditation Council (NAAC).
