Candidates who have cleared the Union Public Service Commission (UPSC) Civil Services Examination (CSE) preliminary round will receive an incentive of Rs 25,000 from the Tamil Nadu government to support their studies for the CSE Mains exam. This is applicable only to residents of Tamil Nadu, who will be asked to produce a Nativity Certificate to avail the money.

The Naan Mudhalvan scheme is carried out by the Competitive Exams Division of Tamil Nadu Skill Development Corporation (TNSDC), in collaboration with the All India Civil Services Coaching Centre (AICSCC). Eligible candidates can apply from June 21 to July 2, 2025 through the online mode. Eligible candidates can apply at the official portal: naanmudhalvan.tn.gov.in.

Candidates are required to submit the following documents in order to receive the incentive amount:

TN UPSC preparation scheme

Every year, aspiring UPSC CSE candidates sit for an evaluation test in Tamil Nadu, and 1,000 aspirants are selected to receive Rs 7,500 per month for a period of ten months, to aid with the preliminary examination. These aspirants are given “high-quality training and necessary support facilities” for their UPSC examinations. Those who clear the preliminary exams are eligible for the monetary incentive.

The Naan Mudhalvan Competitive Exams Division has a primary focus on empowering the youth of Tamil Nadu to excel in competitive exams conducted by the union government recruitment agencies through comprehensive training and dedicated assistance, as per an official notification.
