UGC asks universities to refund 100% fee within specified period, warns of action

UGC: Students will be allowed a full refund of fees if they cancel admission by September 30 and a deduction of not more than Rs 1,000 after October 31.

NEW DELHI: The University Grants Commission (UGC) has reiterated that any higher educational institutions (HEIs) violating the UGC fee refund policy will face ‘punitive action’. The commission requested institutes to allow full refund of fees within a specified period to opt for a course they choose. It also asked the institutes to redress any grievances by candidates who withdraw admission in the academic year 2023-24.

The UGC circular was issued after it received several representations from students and parents on non-refund of fees on cancellation or withdrawal of admission.

As per the UGC Redressal of Grievances of Students Regulation 2023, “..delay in or denial of the refund of fees due to a student who withdraws admission within the time mentioned in the prospectus, subject to guidelines, issued by the commission from time to time.”

UGC fee refund policy

Students should be allowed a full refund of fees if they cancel or withdraw from admission by September 30 and a deduction of not more than Rs 1,000 as processing fee for those who withdraw by October 31.

For admission schedules extending after October 31, the fee refund policy is as given below.

The commission had in November 2022 issued a similar letter addressing all university heads to adhere to the UGC fee refund policy.
