Uttar Pradesh Cabinet approves proposal for IIMT University's off-campus in Greater Noida

In the cabinet meeting chaired by the chief minister Yogi Adityanath, two important proposals related to the Higher Education Department were approved. The Cabinet has approved a proposal to issue a Letter of Permission (LOP) to IIMT University, Meerut, for its off-campus in Greater Noida and the liquidation of JS University, Shikohabad, in the Firozabad district.

According to the official Uttar Pradesh statement, after the dissolution, all the JS University's records will be placed under the custody of Dr Bhimrao Ambedkar University, Agra. All the mark sheets and degrees previously issued by JS University will be authenticated based on these records.

The cabinet has also decided to constitute a three-member interim committee under Section 55(6) to manage the university's activities during the dissolution period. The JS University was established in 2015.

The cabinet meeting pertained to the establishment of an off-campus centre of IIMT University in Greater Noida. The higher education minister Yogendra Upadhyay said that the Uttar Pradesh Private Universities Act, 2019, and its Second Amendment Act, 2021, provide for the establishment of off-campus centers.

“In this regard, the sponsoring institution, Association of Management Studies, Meerut, had identified 4.796 acres of land in the Greater Noida Industrial Development Authority area, for which a Letter of Intent (LOI) was issued on February 25, 2025,” the official UP Cabinet statement said.

JS University’s liquidation, fake marksheets

The higher education minister Yogendra Upadhyay said that the UP government has decided to liquidate JS University, Shikohabad, adopting a zero-tolerance policy towards corruption and irregularities.

The investigation has revealed that the university, in violation of rules, issued forged and backdated mark sheets and degrees for the BPEd course, which were subsequently used by candidates selected in the Rajasthan Physical Education Teacher Recruitment Examination 2022.

He added that the Rajasthan Police investigation, the arrest of the university’s chancellor and registrar, and the findings of government-appointed investigation committees have all confirmed the existence of serious irregularities.

The investigation further revealed that the university violated several provisions of the Uttar Pradesh Private Universities Act, 2019, including the misuse of the authority to award degrees, the issuance of fake mark sheets and degrees, non-compliance with prescribed land requirements, and the failure to provide mandatory information to the Uttar Pradesh State Higher Education Council.
