Download NowNEW DELHI: Delhi education minister, Atishi, has issued a directive to the administration of Delhi University of disregarding the proper constitution of Governing Bodies (GBs) with mandatory Delhi Government nominees for appointments of principals, OSD, assistant professors, and ministerial staff in several Delhi government funded colleges.

The education minister has issued a directive today to cancel the scheduled interviews for the position of regular Principal of Shivaji College, which were supposed to take place on August 1, 2023.
Education minister Atishi in a statement said, "It is imperative for the university administration to address these issues promptly and adhere strictly to established protocols. AII recruitments in these 28 Delhi Government colleges should only occur when fully constituted GBs with Delhi Government nominees are in place, and any irregular practices must be stopped immediately."

The university, according to the government statement, has proceeded with the appointment of the principals, OSD, assistant professors and ministerial staff at Delhi government funded colleges, despite repeated requests for the proper constitution of Governing Bodies (GBs) with mandatory Delhi government nominees.
This action, according to Minister Atishi, violates key statutes and resolutions of Delhi University, undermining the authority of the fifteen-membered GBs and potentially compromising crucial administrative, financial, and staffing decisions.

Statute 30 (1) (C), Ordinance XVIlI, and EC Resolution 51 (2012) of Delhi University explicitly stipulate that the Governing Bodies must comprise fifteen members, including nominees from the Delhi Government, who have been sanctioned by the Executive Council (EC). This structure empowers the GBs to make decisions regarding the functioning of the colleges. The education ministry said that despite repeated requests, the university administration has proceeded with appointments and decisions without the proper constitution of the GBs.
The minister further disclosed that the irregularities extend to specific appointments within the colleges. Three additional names have reportedly been added to the current truncated Governing Body of Shivaji College, while an OSD has been appointed to the vacant post of Principal in Satyawati College (Evening). These actions have allegedly been taken without adhering to the prescribed rules and procedures.
