NCTE reopens PAR portal for teacher training institutes to submit past reports; final window open, warns of action for non-compliance

The National Council for Teacher Education (NCTE) has decided to reopen its performance appraisal report (PAR) portal, giving teacher education institutions (TEIs) another chance to submit or update their reports for the academic years 2021–22 and 2022–23.
This decision was announced through an official notice issued on March 25, 2026, after it was approved in the council’s 68th emergent General Body meeting. Earlier deadlines and extensions had not led to full compliance, prompting the council to offer what it has described as a final, one-time opportunity for institutions to complete the process.
As per the guidelines, institutions that were recognised up to the 2021–22 session must submit PARs for both 2021–22 and 2022–23. Those recognised in 2022–23 need to submit only for that year, while institutions recognised from 2023–24 onwards are not required to take part in this cycle. Access to the portal will be limited to institutions with active recognition status or those whose cases are under judicial consideration. Institutions whose recognition has been withdrawn will need to secure relief from a competent authority before they can proceed.
The move also follows directions from the Delhi High Court, which asked the council to make the process smoother for institutions. To support this, NCTE has appointed nodal officers and provided a window for institutions to update their contact details.
The council has clarified that first-time submissions will require payment of the prescribed processing fee. However, those updating or revising previously submitted reports will not be charged again.
NCTE has also made it clear that submitting the PAR is mandatory to retain recognition. Institutions that fail to do so within this final window may face action under Section 17 of the NCTE Act, 1993, which could lead to withdrawal of recognition.

TEIs have been given three weeks, from March 27 to April 16, 2026, to update their mobile numbers and email IDs on the official portal. After this, a six-week window will be opened for both fresh submissions and revisions of PARs. Institutions that have already submitted their reports will be able to make corrections during this time without paying any extra fee.
