NMC answers FAQs of foreign medical students enrolled in Ukraine, China

NMC says that students covered under the FMGL Regulations 2021 cannot cannot transfer to other medical universities.

NEW DELHI: The National Medical Commission (NMC) has responded to the queries of the foreign medical students from Ukraine and China by releasing the answers to the FAQs they received from the by the foreign medical students. According to NMC, the date of offer letter or the admission letter will not be considered to decide the applicability of the Foreign Medical Graduate Licentiate (FMGL) Regulations 2021.

Those foreign medical students whose classes began prior to the publication of the FMGL Regulations 2021, November 18, 2021 are covered under the provisions of the Screening Test Regulations 2002, and those foreign medical students whose classes began after the publication of the FMGL Regulations 2021 are covered under the provisions of FMGL Regulations, informed NMC.

In a notice dated on July 28, the NMC allowed the final-year foreign medical students from Ukraine and China, who have completed their course, to appear for the Foreign Medical Graduate Exam (FMGE) to make them eligible to practice medicine in India. Such students are supposed to have received their certificate of completion of the course on or before July 30. They are also supposed to undergo the compulsory rotatory medical internship for a period of two years, informed the NMC.

NMC also clarified that the foreign medical students can transfer to other medical colleges or universities provided that they are covered under the Screening Test Regulations 2002 as there are no clause regarding the transfer in the regulations. However, transfer is not allowed for those students covered under the FMGL regulations. They are supposed to verify their undergraduate course in accordance with the regulation 4 of the FMGL regulation, and such students are also supposed to complete their entire course and internship from the foreign medical institutions.

According to NMC, foreign medical students can attend the theory classes online, but they are required to attend offline practical sessions and submit a certificate issued by the foreign medical university regarding the completion of the practical sessions.
