UGC asks universities to consider TRAI’s ‘digital connectivity ratings'; can help draw investment for research

The University Grants Commission (UGC) has passed a letter from the Telecom Regulatory Authority of India (TRAI) to universities, asking higher educational institutions to consider getting “digital connectivity ratings” for their campuses. The digital connectivity will invite investments to support online education, research collaboration, and emerging technologies.

The TRAI has also urged UGC to encourage universities and colleges to obtain a digital connectivity rating for their campuses as part of broader quality enhancement and accreditation-linked initiatives.

“The digital connectivity will also provide students, faculty, and other stakeholders with greater transparency regarding the quality of digital access available on campus,” as per the official statement.

Rating of Properties for Digital Connectivity Regulations, 2024

“Exploring the possibility of referencing the digital connectivity rating framework and manual in relevant guidelines, advisories or best-practice documents issued to higher education institutions, particularly in the areas of infrastructure, digital learning, and campus development,” the TRAI said.

The telecom authority said that the UGC or universities can select any one of the empanelled DCRAs for the purpose of rating, the list and details of which are available on the official website at trai.gov.in.

The “Rating of Properties for Digital Connectivity Regulations, 2024” was launched by TRAI on October 25. The regulations introduced a voluntary, performance-based star rating system for evaluating the digital connectivity readiness of properties.

“The framework covers diverse categories including residential and commercial complexes, government and public buildings, airports, railway stations and other high-footfall areas,” the official statement reads.
