NMC flags ragging, harassment allegations at MGM Indore, seeks action taken report

The National Medical Commission (NMC) has asked MGM Medical College and M.Y. Hospital, Indore, to submit an action taken report within 24 hours over a complaint concerning a first-year postgraduate resident doctor in the Obstetrics and Gynaecology department. The Commission anti-ragging cell issued communication on September 21 and marked the matter as ‘most urgent.' The complaint was submitted by the resident doctor’s brother, Kunal Yadav.

According to the NMC letter, shared by United Doctors Front (UDF), the complaint alleges repeated ragging, mental harassment, public humiliation, intimidation, academic threats, retaliation, and pressure on the resident to do non-academic work by senior residents. The complaint also states that the resident allegedly attempted suicide by insulin overdose and was admitted to the ICU. The NMC said the circumstances before the reported incident require an immediate and impartial examination.

United Doctors Front (UDF) claims that the Commission has asked MGM Indore to check allegations that the resident was repeatedly humiliated over minor mistakes and faced mental harassment and intimidation. It has also asked the college to examine allegations involving three individuals named in the complaint and provide their responses.

NMC has specifically asked college to verify whether the resident had earlier made any oral or written complaints about ragging, harassment, humiliation, intimidation, excessive workload, or non-academic work. It has also sought records to check whether the resident was threatened with failing academically or faced any unfair academic assessment.

12-hour duties

The Commission has also raised questions about the resident’s working hours. The complaint alleges that although the official duty roster showed around 12-hour duties, the resident was required to work around 14 to 15 hours at the ground level, along with substantial non-academic and paperwork duties. The NMC has asked the college to verify this by providing duty rosters, attendance and biometric records, handover registers and leave records.

MGM Indore has also been asked to check whether non-academic duties were distributed fairly among postgraduate residents and to explain what action was taken when the complaints were brought to the notice of the head of the department.

The college has been asked to preserve relevant WhatsApp messages, emails, complaints, attendance records, duty records and other documents or electronic evidence. The NMC has said such records should not be altered, deleted or tampered with.

The NMC has directed the college to ensure that the resident does not face retaliation, victimisation, intimidation or adverse academic treatment during or after the inquiry. MGM Indore will have to submit the para-wise comments and Action Taken Report, along with supporting documents, within 24 hours of receiving the NMC communication.
