PDCET 2026: DNB aspirants face show-cause notices over missing NOC, cite state-NBEMS coordination issue

Around 20 students from different states who joined secondary DNB courses in various branches across India are fearing possible cancellation of their admissions over non-submission of No Objection Certificates (NOCs) during counselling registration. According to FAIMA, the students received emails from the National Board of Examinations (NBE) stating that their admissions will be cancelled because they have not uploaded NOCs from their respective states during the counselling registration process.

The association said the issue occurred because the state Directorate General of Health Services (DGHS) authorities were unable to provide the NOCs within the five-day window available during registration. Students say that there is a clear coordination gap between NBE and the state governments. FAIMA states that the affected students are now facing significant stress and uncertainty over their careers. Some of the affected candidates had also paid hefty amounts towards bonds.

NOC issue during counselling

The issue concerns submission of NOCs during the PDCET counselling registration process. Students from different states were unable to upload the required documents because their respective state DGHS authorities could not provide the NOCs during the five-day registration window.

The association believes that students should not have to face the consequences of the delay in obtaining the NOCs. FAIMA’s statement reads, “Now these 20 students are on road & in so much stress about their career.”

NBEMS issues show-cause notice

A show-cause notice shared by NBEMS on September 17 states that a candidate had not uploaded an NOC issued by the parent employer during registration for Round 1 of PDCET 2026 counselling.

The notice refers to Clause 5 of the Handbook for Post-Diploma DNB 2026 counselling and states that candidates who are employed or under any kind of bond are required to submit an NOC along with other essential documents. The notice states that an employed candidate or a candidate under any kind of bond has to furnish a “No Objection Certificate/Relieving Letter/Study Leave” issued by the competent authority of the concerned university, employer or institution if they decide to opt for a seat.

It further states that while an NOC can be submitted during counselling after allotment of a seat, a relieving letter issued by the employer or institution is required to start training on the allotted DNB Post Diploma seat.

The notice states that if any candidate participated in the counselling process without uploading the requisite NOC and was subsequently allotted a seat, he/she will be asked to show cause within two days as to why their PDCET 2026 candidature should not be cancelled for violation of clause 5 of the PDCET 2026 counselling handbook.

If no reply is received within two days, i.e. by September 19, or if the explanation is found unsatisfactory, appropriate action, including cancellation of candidature, may be taken in accordance with the applicable rules and provisions of the PDCET 2026 counselling handbook.
