UGC issues guidelines on public self-disclosure by HEIs; urges colleges to maintain a functional website

As per UGC guidelines, the information disclosed on the university websites should be easily accessible to everyone without any need for registration or login.

NEW DELHI: The University Grants Commission (UGC) has issued a notification underlining the necessity to adhere to the guidelines on Public Self-Disclosure by Higher Education Institutions (HEIs) 2024. This move aligns with the principles described in the National Education Policy (NEP) 2020, which emphasizes the need for transparent self-disclosure by universities.

As per UGC, transparency is emphasized as a key principle in the NEP 2020, aiming to ensure that universities remain accountable to their stakeholders by offering transparent access to pertinent records. Making such information publicly available is considered essential for upholding accountability within the higher education sector.

The UGC notice read, “The National Education Policy (NEP) 2020 emphasizes transparent self-disclosure by Higher Education Institutions (HEIs). Public self-disclosure by HEIs, in fact, is one of the fundamental principles of the NEP. The NEP contemplates that HEIs shall be responsible and accountable to the stakeholders through transparent self-disclosure of all relevant records. The availability of information in the public domain is an important source of accountability.”

Various stakeholders, such as students, parents, researchers, prospective students, regulatory bodies, accreditation agencies, alumni, and the public, frequently seek information from university websites. In response to this demand, the UGC has approved the guidelines on Public Self-Disclosure by Higher Education Institutions (HEIs) 2024 during its 580th meeting on May 15.

Functional website and easy access to information

According to the UGC guidelines, all HEIs are requested to have a functional website that provides essential information to stakeholders. The website must provide unrestricted access to information, without requiring registration or login. A 'Search' feature should also be enabled to make navigation easier.

Information that may be provided on university websites

According to the UGC, universities may furnish details including overview of the institution, its governing act and statutes, institutional development plan, constituent units, affiliated colleges, and off-campus, learning support centres under ODL mode if applicable.

Additionally, the institutions may also disclose information about accreditation and ranking status (NAAC, NBA, NIRF), recognition and approval (such as 2(f) and 12B status), annual reports, academic calendar, fee structure, hostel details, admission prospectus, academic collaboration and others.

Promoting fairness and transparency in higher education system

The UGC has urged all HEIs to implement these guidelines, fostering transparency and accountability. As per UGC, this initiative will enhance the fairness and transparency in the system. "The Higher Education Institutions are requested to take necessary measures to comply with the guidelines to ensure a fair and transparent system that will contribute to the growth of the Indian Higher Education system."
