CBSE cancels affiliation of Jaipur's Neerja Modi School over student's suicide

The Central Board of Secondary Education (CBSE) has withdrawn the affiliation of Neerja Modi School of Jaipur, Rajasthan up to the senior secondary level with immediate effect due to violations of affiliation bye-laws and lapses in the child safety norms.

The board constituted a two-member committee to examine the safety provisions at the school following the death of a Class 4 student, who jumped from the fourth floor of the school building in November 2025, citing mental harassment for over 1.5 years, as per the reports.

The committee conducted a surprise inspection of the school on November 3 and interacted with school authorities, teachers, and staff. It also examined CCTV footage and reviewed existing safety measures, the CBSE said in an official statement.

“Upon completion of its inquiry, the Committee submitted its final report dated 17.11.2025, wherein it recorded its conclusions and noted serious lapses and violations of the prescribed safety provisions by the school,” the statement reads.

No CCTV cameras, non-functional counselling system: CBSE

The report submitted by the examining committee stated that the school had absence of proper CCTV surveillance and failed to preserve footage for at least 15 days. It has a lack of safety steel nets in open areas and corridors on upper floors, and the absence of a functional counselling system.

The school also lacked an anti-bullying committee and policy, and staff and students not wearing identity cards. It also found non-compliance with child safety guidelines issued by the National Commission for Protection of Child Rights.

The board said that the school’s affiliation up to the senior secondary level has been withdrawn with immediate effect. Class 10 and 12 students will be allowed to appear for board examinations from the same school during the 2025-26 academic session.

Those currently enrolled in Class 9 and 11 will be shifted to nearby CBSE-affiliated schools by March 31, 2026, under the supervision of the CBSE regional office, Ajmer.

Can apply for affiliation after one academic year: CBSE to school

The school has also been barred from admitting new students or promoting students to Classes 9 and 11.

CBSE said the school may apply for restoration of affiliation up to the secondary level only after one academic year, from the 2027–28 session, subject to compliance with mandatory safety and child protection norms. "Restoration of senior secondary affiliation may be considered only after at least two academic years following restoration at the secondary level," it said.

The status of Classes 1 to 8 will be decided by the Rajasthan State Directorate of Secondary Education, as the matter falls outside the Board’s jurisdiction, the CBSE added.

Moreover, the board also interacted with the parents of the deceased students and recorded their statements, the CBSE said.

“Such negligent actions and violations are unacceptable for an affiliated school, as they constitute serious breaches directly impacting student safety. A school is expected to be a safe haven for students, with society placing high expectations on the institution for the academic and overall development of its students. These violations strike at the very foundation of the affiliation and warrant strict and immediate action,” the board said.
