Talking about the speaker of the webinar, the website said that Tiwari has formerly been a member of the University Grants Commission (UGC) and the Executive Council of National Assessment and Accreditation Council (NAAC), Bangalore. He obtained his PG degree in Applied Geology from Dr Harisingh Gour Vishwavidyalaya, Sagar, MP where he later served as the vice-chancellor for five and a half years. He holds a PhD in Palaeontology from Gauhati University. Tiwari has headed/heading several committees of UGC, Ministry of Education and Ministry of Science and Technology, Government of India concerning higher education.
