Delhi to build 27 new pucca schools at Rs 900 crore

Delhi government to construct 27 new pucca school buildings on vacant plots across the city for Rs 900 crore, with the project to be completed within 18 months in five cluster areas. The education department invited bids from Central government public sector undertakings (PSUs) for appointment as the project management consultant-cum-EPC agency to undertake the turnkey construction of the schools, according to a tender floated by the Directorate of Education (DoE).

To facilitate faster execution and monitoring, the 27 sites have been divided into five geographical clusters. These include six plots in Narela and Bawana, five in Bhalswa, Salempur Majra and Dariyapur Kalan, five in Rohini, Mundka and Sawda Ghevra, five in Shalimar Bagh, Bakkarwala, Hastsal, Shyam Vihar and Nangli Vihar and six in Qutabapur, Kapashera, Jaffarpur, Jaunapur, Satbari and Asola, it stated.

The selected PSU will carry out topographical and geological surveys, soil testing, architectural and structural design, engineering, procurement and construction, besides obtaining all statutory approvals from agencies such as the MCD, Delhi Fire Services, Delhi Urban Art Commission, Delhi Metro Rail Corporation, Delhi Pollution Control Committee and other authorities before handing over the completed schools.

The project also includes acoustically treated classrooms, libraries, laboratories, multipurpose halls, administrative blocks, toilets, furniture and external development works, it stated. As per the document, electrical and mechanical infrastructure will include sewage treatment plants, rainwater harvesting systems, water treatment facilities, diesel generator sets, energy storage systems, networking infrastructure and waste management facilities.

The buildings will be designed to achieve Green Rating for Integrated Habitat Assessment three or four star green building ratings, with provisions for solar power systems and other environmentally compliant infrastructure, it read. The education department said that structural designs will require vetting by IITs or an equivalent institution approved by the DoE. The agency will also appoint a nationally reputed architect for planning, technology integration and periodic supervision of the project. The schools will be designed in accordance with CBSE affiliation byelaws, the Right to Education Act, the Delhi School Education Act and Rules, the National Building Code and Unified Building Bye-Laws for Delhi, it added.
