KNRUHS cancels MBBS, BDS admissions for 9 students over ineligibility under ST reservation : Report

The Kaloji Narayana Rao University of Health Sciences (KNRUHS) has cancelled admissions of nine MBBS students after it found them ineligible under the Scheduled Tribe (ST) reservation in Telangana, TOI reported.

The university cancelled admissions after receiving an official letter from the director of tribal welfare, Telangana, stating that the students were not eligible to claim reservation benefits under the ST category in Telangana as they migrated from Andhra Pradesh, the report read.

Moreover, the KNRUHS has identified a total of 37 students ineligible for ST reservation for MBBS, BDS admissions in the state, it added.

Notably, the nine students, whose admissions were cancelled by the university, secured seats in top medical colleges in Telangana such as Osmania Medical College, ESIC Medical College, Hyderabad, and Government Medical College, Karimnagar, among many more, the report said.

KNRUHS flags 37 students as ineligible for ST reservation

“In one case, a candidate was not considered ST as she did not belong to the traditional habitat of the Yenadi ST community, though she had obtained a certificate from Medak district, and failed to prove her native place and community,” the report read.

The university, in the report, stated that the seats for cancelled students will remain vacant and will be included in the third or mop-up phase and allotted to eligible candidates under the ST category.

Whereas, 37 candidates will be considered under the open category, subject to their eligibility and merit, it added.

“As per the report submitted by the director of tribal welfare department, based on the Telangana High Court’s common order on various writ petitions citing the ‘state of origin’ principle, a majority of these candidates had migrated from Andhra Pradesh to Telangana before bifurcation of the state,” the report said.

MBBS, BDS admissions in Telangana under ST reservation

Santosh BM, director, tribal welfare, said in the report that if the roots and family lineage trace back permanently to the AP region, moving to Hyderabad or Telangana prior to 2014 for employment or education does not transform Telangana into “state of origin” for reservation purposes.

“The period of 10 years is completed as of June 1, 2024 from the date of appointment of reorganisation of the states. Hence, the individuals who migrated to Telangana prior to formation of Telangana state are not eligible to avail the benefit under Article 371D (contains special provisions to ensure equitable opportunities in education and public employment for people of both states),” the report read.

In addition, there was a similar report from the tribal welfare department, which has resulted in 13 candidates from Karnataka and Maharashtra losing the opportunity to secure seats under the ST category in Telangana, it added.
