Over 10,000 posts vacant in KVS; only 30 out of 85 newly-sanctioned schools functional: Govt

More than 10,000 teaching and non-teaching posts remain vacant in Kendriya Vidyalaya Sangathan (KVS) across the country, according to data submitted by the ministry of education in the Lok Sabha on Monday. As of November 2025, KVS has 10,173 vacancies, including 8,457 teaching and 1,716 non-teaching positions, against 56,520 sanctioned posts.

The ministry said vacancies keep on arising due to opening of new Kendriya Vidyalayas (KVS), retirement, resignation, promotion of employees, transfer, and upgradation of schools.

Filling up vacancies is a continuous process and teachers are also engaged on contractual basis for temporary duration at the local level against sanctioned posts, KVS said. Candidates are also appointed on contractual basis “whenever regular or leave vacancies arise in a KV to ensure that the teaching-learning process is not hampered”, it added.

Regular appointment is made by Kendriya Vidyalaya Sangathan (KVS) through direct recruitment process as per the recruitment rules of KVS incorporating the reservation norms as notified by the Government of India from time to time,” the reply read.

33,350 recruitment since 2014

Between 2014-15 to 2024-25, 33,350 candidates were recruited for teaching and non-teaching posts. As per the data, a total of 15,702 open (UR), 1,233 EWS, 8,903 OBC, 5,033 SC, and 2,479 ST posts were filled during this period.

The number of contractual teachers appointed last year alone was 6,920. However, out of 50,414 teaching and 6,106 non-teaching sanctioned posts, 8,457 and 1,716 posts remain vacant, accounting for 10,173 vacancies in total.

Only 33 out of 85 newly sanctioned schools functional

The vacancy figures come at a time when KVS is undergoing its largest expansion in years. The government approved 85 new Kendriya Vidyalayas in December 2024 and an additional 57 KVs in October 2025, but a majority of them remain non-functional.

Out of the 85 new KVS which got approval from the government in December 2024, only 30 schools are functional. Notably, all new sanctioned KVS in Odisha are operational.

Additionally, 28 Navodaya Vidyalayas have been sanctioned across the country under the NVS scheme which aims to open one school in each district. However, opening of an Navodaya Vidyalaya depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed,” the ministry said.

Out of these 28 NVS schools, only 12 are functional.

The government data shows that dozens of schools across states such as Bihar, Uttar Pradesh, Andhra Pradesh, Odisha, Jammu and Kashmir, and Gujarat are yet to be operational.

The ministry informed the Parliament that KVS and NVS are upgrading their campuses with smart classrooms, ICT, science labs, sports infrastructure, skill and tinkering labs, and green-building complaint facilities to bring them closer to international standards.
