In a first, Maharashtra government to outsource hiring of teachers in Ashram schools

Maharashtra Tribal Development Department gets approval for Rs 84.74 crore proposal for conducting tender process on GeM portal for teacher recruitment.

In a first, the Maharashtra government is going to outsource services for 1,791 sanctioned posts of teachers in government ashram schools under the Tribal Development Department.

According to the revised structure of the regional offices under the department, the matter of granting administrative approval for conducting the tender process on the GeM Portal to fill the posts through an outsource service provider was under consideration by the government.

“Administrative approval is hereby granted for the proposal amounting to Rs 84,74,55,000 for conducting the tender process on the GeM Portal to outsource 1,791 teaching posts in government ashram schools under the Tribal Development Department,” the government said in an official statement.

Maharashtra Ashram school teacher recruitment

The Tribal Development Department asked for ensuring the following while implementing the e-tender process for the teacher recruitment:

  • For procuring the mentioned posts through external sources, the procedure outlined in the "Manual of Procurement Procedures for Government Departments" referred to in the Government Resolution issued by the Department of Industries, Energy and Labour, should be followed. Additionally, all prevailing government rules and procedures should be adhered to.
  • The tender process for filling the said posts through external sources should be conducted on the GeM Portal.
  • Wide publicity should be given to the e-tender using appropriate means, based on this administrative approval.
  • A Pre-Bid Meeting should be conducted before finalizing the tender, so that the queries or difficulties of the bidders regarding the tender can be addressed in a timely manner.
  • The tender should be finalized considering the procedures, the prevailing government rules, and the guiding principles of the Central Vigilance Commission (CVC). The lowest bidder (L-1) should be selected accordingly.
  • After opening the commercial bid and before issuing the work order to the eligible contractor, financial approval must be obtained from the government for service procurement as per the Government Resolution.

“Considering the timeline for reopening the Ashram Schools under the Tribal Development Department, the said tender process must be completed within two weeks. Also, regarding the implementation of GST, consultation should be done with the concerned officers of the GST department and decisions should be taken accordingly if necessary,” the government added.
