NEET UG 2026 Counselling: MCC rolls out online seat upgrade, resignation facility

Ahead of the National Eligibility cum Entrance Test, NEET UG 2026 counselling, the Medical Counselling Committee (MCC) has rolled out major changes to its online counselling system, allowing candidates opting for seat upgradation to skip physical reporting. It has also introduced an online resignation facility and digitising document submission for NRI quota admissions. NEET UG counselling LIVE updates.

In a communication dated July 28, Additional Secretary, Ministry of Health and Family Welfare, Dr Vinod Kotwal informed states and Union Territories that important changes have been incorporated into the online counselling software and admission process for both undergraduate and postgraduate medical courses from the current academic session.

Candidate-friendly measures

One of the biggest changes introduced by the Committee is that candidates who have been allotted a seat and opt for "upgrade" or "willing to upgrade" in subsequent rounds will no longer be required to physically report to the allotted college merely to complete admission formalities.

Instead, their admission will remain valid in the counselling system while they participate in subsequent rounds. This will reduce unnecessary travel, paperwork and financial burden on candidates who earlier had to visit their allotted institutions even when they intended to seek a better seat in the next round.

Online resignation facility: The MCC has also introduced an online resignation facility for candidates who wish to surrender their allotted seats. Candidates will now be able to submit their resignation directly through the MCC Counselling Portal, wherever permitted under the counselling rules and within the prescribed timelines.

NRI quota document upload goes digital: Another major reform relates to candidates applying under the NRI quota in deemed universities. The Ministry has announced that such candidates will now be able to upload all required documents online through the MCC counselling portal instead of relying on offline document submission.

Training underway

To ensure seamless implementation of new counselling system, the MCC has already organised orientation and capacity-building programmes for State Directorates of Medical Education (DMEs) during May and June 2026. Another training session for medical institutions was organised on July 27, with additional orientation programmes planned in the coming days.

The Health Ministry has requested Additional Chief Secretaries, Principal Secretaries and Secretaries handling Health and Medical Education in all states and Union Territories to ensure participation of Directorates of Medical Education, State Counselling Authorities and nodal officers from both government and private medical colleges in these training sessions.

The ministry has also asked states and Union Territories to ensure that candidates have easy access to information regarding the number of available seats, fee structures charged by institutions and other counselling-related details.
