UGC asks universities to complete pending promotions of teachers

NEW DELHI: The apex higher education regulator, University Grants Commission (UGC), has asked universities to take steps to complete all the pending promotion cases at the earliest. Thousands of teachers around the country are waiting for their promotions for years under the Career Advancement Scheme (CAS).
In his letter, the UGC secretary, Rajnish Jain stated that it has come to the notice of the UGC that many eligible candidates face difficulties in getting promoted and having their past services counted. Referring to the relevant regulations for promotion, the letter says: “Delay in the promotion to those who have demonstrated satisfactory performance in service is not practice consistent with aforementioned regulations.”
Teachers waiting
Recently, Panjab University Teachers’ Association (PUTA) staged a protest outside the Vice-Chancellor’s office as interview dates were not being finalised for pending promotions under the CAS. Around three dozen teachers are waiting for their promotions at PU.
Delhi University also has a huge backlog of promotions with some waiting for over a decade. DU Teachers Association has sent a detailed representation to the VC reminding him that the promotions backlog continues to pile up. The DUTA said: “Lack of promotions for the last ten years has led to the exodus of many teachers. Stagnation has demoralized teachers completely. Over 3000 teachers are due for their promotions for the last several years.”
Some universities have started with the process, the University of Mysore has around 75 faculty members waiting for their promotion under CAS, pending for the past three to four years. The newly appointed VC has initiated the process and has said that this will be completed soon.
