UGC invites applications for ODL, online programmes 2026–27

The University Grants Commission (UGC) has invited applications from eligible Higher Educational Institutions (HEIs) seeking recognition to offer programmes under the Open and Distance Learning (ODL) mode or online mode for the academic year 2026-27. The academic session for these programmes is scheduled to begin in August 2026.

In an official public notice, the UGC announced that fresh online applications are being invited in accordance with Regulation 3(A) and Regulation 3(B)(b) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, along with its subsequent amendments. It is being done with an aim to expand access to higher education through flexible learning modes while maintaining academic standards.

Application timeline and process

As per UGC's latest notification, the online application window will open on April 27, 2026, and remain active until May 11, 2026. Eligible institutions should ensure to submit their applications through the official Distance Education Bureau (DEB) portal at deb.ugc.ac.in.

Along with applying online, HEIs must also submit a hard copy of the application, including the original affidavit and necessary annexures, on or before May 20, 2026. The documents are to be sent to the office of the Joint Secretary, Distance Education Bureau, UGC, located at 35, Feroze Shah Road, New Delhi – 110001.

The UGC said that some colleges can apply anytime during the year through the same website if they are allowed to offer online or distance courses.

It also said that just applying does not mean they will get approval. All applications are carefully checked, and colleges must have good teachers, proper facilities, study materials, and technology. Only those who meet all rules will be allowed to offer these courses, as UGC wants to maintain good quality education.

The institutions must regularly visit the DEB portal for updates, detailed guidelines, and information regarding the prescribed application fee.
