Union Budget 2024: Institution heads expect investment in innovative, digital learning

NEW DELHI: Heads of Higher Education Institutions (HEIs) across the country expect incentives for digital learning; investment in skill centres, artificial intelligence (AI)-integrated education, innovative teaching methodology; and allocation to teacher training programmes from the Union Budget 2024. Nirmala Sitharaman, union minister of finance, will present the Interim Budget 2024 on February 1.

Prashant Bhalla, president of the Manav Rachna Educational Institutions expects incentives for increasing the affordability and quality of digital learning, funds for establishing skill India centres, investment in technology-related vocational training, and allocations for research and development from the Union Budget 2024.

Viranica Manchu, founder and director of New York Academy, thinks that finding a delicate balance between in-school and after-school learning is important while leveraging the benefits of technology. “Our vision is for education to be synonymous with 'Fun and Learn together,' characterized by increased technology involvement to make learning more engaging and dynamic,” she said.

According to the founder, the primary focus should be on transitioning learning pedagogy from theoretical concepts to practical applications. Allowing students to engage in real-life projects throughout their courses encourages the development of practical skills, she said.

“Looking ahead, our commitment is to ensure that the learning experience remains meaningful and enriching. It is imperative to nurture, challenge, and empower all students for success through transformative initiatives. The future of Indian education will be defined by innovation, inclusivity, and a dedication to preparing students to face the challenges and opportunities that lie ahead. We expect that the forthcoming budget will allocate significant public investment in education, supporting the growth of young India,” the founder added.

Interim Budget 2024: Funds for AI integration, innovative learning

Shobhit Mathur, vice-chancellor of Rishihood University shared expectations from the Union Budget 2024 and said, “As we review the 2023-24 budget, the 8% rise in the Department of Higher Education's allocation is a positive step. However, the overall 13% increase in the education sector falls short as the education budget remains stagnant at 2.9% of GDP. It's critical to align with the NEP's recommendation of 6% for a mighty education system."

"The upcoming 2024-25 budget presents an opportunity to prioritize education by increasing allocations. Focusing on AI integration, personalized learning, inclusivity, and innovative teaching methods will not only enhance education quality but also contribute to a skilled workforce. Let's invest in a future-ready education system," he said

According to Vishnu Manchu, pro-chancellor, Mohan Babu University, the Interim Budget 2024 should address the shortage of qualified teachers, invest in teacher training programmes and incentives for educator retention. “The proposed 'National Research Foundation (NRF)' under the NEP offers opportunities for meaningful industry-academia collaboration. The budget could incentivize this, fostering data sharing and technical support for researchers to drive innovation and bridge the gap between academic research and industry needs,” he said.

The pro-chancellor expects increased allocations to flagship initiatives like Samagra Shiksha, Eklavya Model Residential Schools, and the Skill India Programme. This strategic approach aims to address evolving education sector needs, emphasizing holistic education, inclusivity, and global competitiveness."
