CBSE warns schools against charging extra tuition fees for Class 10 Second Board Exam 2026 LOC submission

The Central Board of Secondary Education (CBSE) has directed schools to stop collecting any additional or unauthorised fees from students registering for the CBSE Class 10 Second Board Examination 2026. The directive comes after the board came to know that some schools were demanding three months tuition fees from students at the time of List of Candidates (LOC) submissions for the second attempt of 10th board exams.

Calling it “strictly against CBSE rules”, the board stated that only examination fee is the permissible amount required to submit the LOC form. The board will conduct the CBSE Class 10 Second Board Exam 2026 in May.

The second board exam is an opportunity for students to improve their performance, in up to three subjects.

CBSE 10th Second Board Exam 2026 LOC Submission Process

“Schools are directed to follow practices strictly in line with CBSE rules and discontinue any activity that violates these regulations with immediate effect. Any violation of these instructions will be viewed seriously,” CBSE said in an official notification.

The board further explained the process of submitting the LOC forms for Class 10 Second Board Examinations 2026. The procedure is completed in three phases, it said.

“In phase 1, only the LOC is to be filled in. No fee is to be paid. This phase is intended solely to ascertain the number of candidates likely to appear in the Second Board Examination so that CBSE can make necessary preparations,” the board added.

Students will be able to submit, alter, drop or add candidature or subjects and pay the requisite examination fee to finalise the LOC in phase 2 and 3.

The process to submit the LOC form will be conducted by the schools for students who appeared in the main board exams. Moreover, if any student wishes to not appear in the Second Board examination 2026, the board will use the main exam's performance to declare the result.
