UGC directs HEIs to education institutions to enforce anti-ragging rules strictly

The University Grants Commission (UGC) has directed all higher educational institutions (HEIs) to ensure strict compliance with the UGC regulations on curbing the menace of ragging in Higher Educational Institutions, 2029.

In the latest notice, UGC secretary Shyama Rath advised vice-chancellors, directors and principals of all HEIs to adopt effective measures to prevent, prohibit and eliminate ragging in all its forms.

Institutions must ensure the constitution and effective functioning of anti-ragging bodies as prescribed under the regulations. They have also been asked to display the 24x7 toll-free anti-ragging helpline number, 1800-180-5522, along with anti-ragging posters and publicity material at prominent locations.

UGC lists mandatory anti-ragging measures

The UGC has directed institutions to ensure the submission of anti-ragging undertakings by students and parents through www.antiragging.in. It has also called for awareness, counselling orientation and sensitisation programmes.

Institutions have further been asked to maintain vigilance in hostels and other vulnerable areas. The commission has also stressed the need for prompt redressal of complaints, protection of complainants and timely reporting of cases.

Institutions told to act on ragging cases

The UGC has directed institutions to ensure immediate registration of FIRs and disciplinary action wherever a prima facie case of ragging is established.

The notice reads, “All institutions are requested to accord the highest priority to anti-ragging measures, maintain zero tolerance towards ragging, and ensure compliance by affiliated colleges under their jurisdiction.” The letter was addressed to the vice-chancellors, directors and principals of all higher educational institutions.
