UGC extends deadline for CAS promotion till December 31; permits to choose between regulations

NEW DELHI: The University Grants Commission (UGC) has announced an update regarding the Career Advancement Scheme (CAS) for faculty members in universities and colleges across India. The UGC has extended the CAS promotion deadline to December 31, 2024, permitting faculty members to select between the UGC Regulations of 2010 or 2018.

This amendment, part of the UGC's minimum qualifications for appointment of teachers and other academic staff in universities and colleges and other measures for the maintenance of standards in higher education (4th amendment), 2024 regulations, aims to provide flexibility and prevent hardships for faculty members who are either already qualified or are likely to qualify under the earlier regulations.

The UGC mentions that the provision under clause 6.3 of the 'university grants commission (minimum qualifications for appointment of teachers and other academic staff in universities and colleges and other measures for the maintenance of standards in higher education) (3rd amendment) regulations, 2023' will be substituted with a new clause. The UGC has substituted the clause with the following

"The criteria for promotions under Career Advancement Scheme laid down under these Regulations shall be effective from the date of notification of these Regulations. However, to avoid hardship to those faculty members who have already qualified or are likely to qualify till 31st December 2024 as per the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education, 2010, a choice may be given to them either for being considered for promotions under the 2010 or 2018 Regulations. The date of eligibility shall be retained as the date of promotion. On the date of submission of the application, the candidate should fulfill all eligibility criteria required for promotion."

Extended time period

Faculty members now have until December 31, 2024, to decide whether to follow the UGC Regulations of 2010 or 2018 for their promotions under the CAS.

Eligibility retention

The date of eligibility for promotion will be retained as the date of promotion, ensuring no disadvantage to faculty members who qualify under the old regulations.

Fulfillment of criteria

On the date of application submission, candidates must fulfill all eligibility criteria required for promotion.

The UGC has requested All Higher Education Institutions (HEIs) to comply with this new provision of extension. The change assures that faculty members who were preparing for promotions under the 2010 regulations are not adversely affected by the transition to the new regulations.
