UGC requests universities to comply with approved provisions for CAS promotion of university teachers

NEW DELHI: University Grants Commission (UGC) clarifies eligibility criteria for Career Advancement Scheme (CAS) promotions for university teachers from academic level 12 to academic level 13A and from academic level 13A to academic level 14. The commission requested all universities to adhere to CAS provision of promotion regarding “evidence of having guided at least one PhD candidate" and "evidence of successfully guided doctoral candidate".

In a letter to all universities, Professor Rajnish Jain, UGC secretary, stated: "The commission had received queries from various stakeholders/universities seeking clarification with regard to the term "Evidence of having guided at least one PhD candidate" and "Evidence of successfully guided doctoral candidate". The UGC in its 565 Meeting held on January 20, 2023, considered and approved the following clarifications."

The UGC has issued a clarification regarding eligibility of promotions of university teachers on the following points:

  • Assistant Professor (selection grade/academic level 12) to associate professor (Academic Level 13A)

Eligibility: 'Evidence of having guided at least one PhD Candidate"

Clarification: Documentary evidence to prove that the said assistant professor (selection grade/academic level 12) is guiding doctoral candidates.

  • Associate Professor (academic level 13A) to professor (academic Level 14)

Eligibility: 'Evidence of successfully guided doctoral candidate"

Clarification: Documentary evidence to prove that the doctoral candidates registered under the said associate professor (level 13A) have been awarded PhD degrees.

“All the universities are requested to comply with the above provision of promotion under CAS,” said UGC.

Earlier on November 22, 2022, the UGC in its 563d meeting considered and approved the clarifications regarding the terms “evidence of having guided at least one PhD candidate" and "evidence of successfully guided doctoral candidate". To claim benefits for promotions under CAS, supervisors must fulfill the following requirement for "Guiding Doctoral Candidates" or "Award of PhD degree to the Doctoral Candidates":

  • For the Main Supervisor - One Doctoral Candidate
  • For the Co-supervisor- Two Doctoral Candidates
