The AICTE advises authorities and universities not to delay promotions for senior faculty lacking mandatory training, allowing promotions upon completion of training within 12 months, provided other requirements are met.

NEW DELHI: The All India Council for Technical Education (AICTE), has issued a clarification concerning the compulsory teacher training outlined in the AICTE Regulation 2019, which was published on March 1, 2019. This clarification aims to address concerns raised by faculty members and technical education directors regarding the potential implications of this requirement on their promotion prospects.
The Council, in a communication directed to all principals and directors of technical Education, said that multiple representations have been received regarding the mandatory training requirement for senior faculty members aspiring for promotion to higher scales. As per AICTE, non-fulfillment of this training requirement has led to delays in promotions.
The AICTE notice read, "The Council is in receipt of numerous representations from faculty members and letter from principals, director of technical education seeking clarification on mandatory teachers training applicable for senior faculty members for their eligible promotion to higher scales. lt has come to the notice of council that the promotions to higher scales of faculty members are held up due to the want of mandatory fulfillment of training. "
In order to address this concern, the AICTE has recommended that appointing authorities, state directorates of technical education, and affiliating universities should refrain from delaying the promotion of eligible senior faculty members solely due to the non-fulfilment of mandatory training. Promotions may proceed under the condition that the faculty members undergo the required training within 12 months from the issuance of this clarification. However, this is subject to the fulfillment of other criteria specified in the relevant promotion notification for advancement to a higher scale.
However, the appointing authority, the affiliating university, or the directorate of technical education, as the case may be, should determine the relevancy of courses taken by faculty members with more than five years of experience as part of their training.
