NEW DELHI: With a decrease in the Covid-19 cases around the country, several state governments have started exploring options to reopen colleges and universities for physical classroom education. The colleges in India by and large, are shut from the month of March, last year due to the Covid-19 pandemic. While few states reopened their colleges and universities and resumed physical classes for some duration of time, the second wave of Covid-19 forced them to call off their decision and put them in the cold box. The state of Telangana first decided to reopen the colleges from July 1, but the decision was later scrapped by the government. Now that states like Telangana and Karnataka have started vaccination drives for the students and college staff, the student's fraternity is asking a question “When will colleges reopen in India”

The Bihar government has reopened the colleges and other educational institutions from July 12, onwards. Gujarat will reopen the colleges and universities for the students with 50% attendance. The offline classes will however remain as a choice and there is no compulsion. Haryana will allow students to come to colleges and other educational institutions to clear their doubts from July 16, provided that they bring written permission from their parents or guardians. The union territory of Puducherry is also all set to reopen the colleges from July 16.
The deputy chief minister of Karnataka, CN Ashwath Narayan has announced that colleges will be reopened soon after vaccinating the students, teachers and college staff. The Chandigarh administration is looking ahead to resume physical classes in colleges from next month.

The students and teaching staff in Pune are demanding to reopen the colleges for practical sessions of undergraduate and postgraduate programmes. The Pune Metropolitan Region PMR) have also pointed towards the reopening of colleges after the PMR sero survey findings. The samples revealed 70% SARS-COV-2 antibodies in urban areas of Pune.
"In the first phase, all final year students, at least in science stream, must be allowed to attend the practicals. These students did not do most practicals even last year, hence practicals of both years can be conducted for them," said Rajendra Zunjarrao, principal of Modern College of Arts, Science and Commerce in the report by Times of India.
The Telangana government is planning to reopen colleges and universities from August 16 in a phased manner, as per the report by Deccan Chronicle. Earlier, the state government announced the reopening of colleges and other educational institutions from July 1, which later got postponed due to the strong resentment amongst parents for the safety of their wards.
The Uttarakhand government has extended the Covid-19 curfew till July 27. The colleges and other educational institutions will remain closed. Earlier, the education minister of Uttarakhand, Dhan Singh Rawat announced that the colleges will reopen soon in the district where Covid-19 cases are fewer. However, no such relaxation has been provided yet. The colleges and universities will continue with the online lectures in the meantime.
The Gauhati University has cancelled the GU exams for third-semester students. The exams for the sixth semester will be held in the month of August. The exams will be held in online mode.
"The 3rd-semester examination already scheduled for UG courses is hereby cancelled. The students will be promoted as done in the earlier semester as per the said UGC guidelines," reads the official notification in Gauhati University's website.
The Pune Metropolitan Region (PMR) serosurvey done on the students belonging to age 6 to 18 years suggests that the schools and colleges in the urban areas of PMR can reopen safely, as per the report by the Times of India. The survey reveals the presence of 70% SARS-COV-2 antibodies in the samples of the students.
Proposed CUCET exam may be implemented from academic session 2022-23
The University Grants Commission (UGC) through a tweet announced that the proposed CUCET examination for admission to central universities will not be held this year, due to the Covid-19 pandemic situation. The CUCET exam may be implemented from the next academic session.
In view of prevailing COVID-19 pandemic, admission process in Central Universities during Acad Session 2021-22, may continue as per past practice.

The Karnataka government has announced that all the colleges and other educational institutions will reopen from July 26. Only the students and academic staff who have vaccinated themselves will be allowed to attend the physical classes in the college. Earlier, the government announced the reopening of medical and dental colleges in the state with immediate effect. The state government had earlier conducted multiple special vaccination drives for college students and teaching staff.
The University of Lucknow has released the examination dates for MA Public Administration (Fourth semester), MA Sociology (6th semester). The Lucknow University MA Public Administration exam will be held on August 2, 4 and 6. While MA Sociology examination will be held on August 2, 3, 4 and 5. The Tamil Nadu government has extended the Covid-19 lockdown till July 31. The government has allowed various establishments and IT offices with a maximum of 50% attendance. The schools and colleges will remain closed during this period.
The Nagaland government has decided to reopen colleges and universities in Nagaland from July 26, as per the report by India Today. The decision has been made in view of the decline in Covid-19 cases around the state. All the teaching and non-teaching staff have to take the first dose of the Covid-19 vaccine or provide a Covid-19 negative report every 15 days. No such compulsion has been made for the students.
The University Grants Commission (UGC) has released the new academic calendar for the 2021-22 session and guidelines for higher educational institutes and universities. The colleges are asked to finish the UG and PG admissions by September 30. The new classes shall begin by October 1. In case of any delay in the state board exams result, the new batch can begin by October 18. The examinations for intermediate and final semesters shall be over by August 31, as per the new UGC academic calendar.
The Karanataka government in an unprecedented move has allowed the reopening of medical and dental colleges with immediate effect. All the colleges providing health or medical education are allowed to resume the physical classes now. Only those students and teachers who have taken one dose of the Covid-19 vaccine will be permitted to attend the physical classes adhering to the Covid appropriate behaviour.
The Andhra Pradesh government has provided relaxations in the Covid-19 curfew guidelines in all the districts. The AP government has directed to vaccinate the college students by organizing the special vaccination drive. The colleges and other educational institutions will remain closed and the teaching staff will continue delivering lectures with the help of the online classes.
The Pune Municipal Corporation announced that the colleges and universities in Pune will be shut for physical class until July 31, as per the report by The Indian Express. The report stated that the regular offline classes in schools, colleges and educational institutions will be closed during this period and only online teaching will continue.
The colleges in Gujarat have opened today for physical classes, for the students who have brought written permission from their parents allowing their kids to attend the in-person classes. The first day of the college reopening in Gujarat witnessed an attendance of 40%, as per the report by the Times of India.
"We have resumed in-person classroom studies for our Vastrapur college. We plan to open our college in SG Highway from July 20 as many students are yet to get consent letters from their parents," said Viral Shah, principal, LJ College of Commerce in the TOI report.
The Goa government has extended the Covid-19 curfew till July 19, with some relaxations. All the schools, colleges and educational institutions will remain shut for the students. However, with the consent of the government, competitive examinations and college examinations can be conducted by the institute, as per the recent order of the district magistrate of North Goa.
Osmania University has issued a timetable for Osmania University sixth semester exams. The exams for BSW, BCom and BCom (Hons) will be held from July 27 to August 5 and BA exams are scheduled from July 27 to August 21. Similarly, BSc exams will be held from July 27 to September 1 and BBA examinations from July 27 to August 3. All the examinations will be held following Covid-19 protocols strictly.
The Puducherry government has withdrawn its decision and decided to cancel reopening colleges and other educational institutions from July 16, onwards. The Pondicherry government will now announce a fresh date after reviewing the Covid-19 situation.
The Odisha government has extended the partial lockdown till August 1. The physical classes in the colleges and universities will remain suspended during the lockdown. The government is expected to review the Covid-19 situation after the partial lockdown and take any decision on the reopening of colleges and universities in Odisha.
The Jharkhand government has extended the Covid-19 lockdown till further notice. All colleges and educational institutions will remain closed and the exams conducted by the state government will be postponed. The online classes will continue regularly in the meantime.
The West Bengal government has extended the Covid-19 lockdown till July 30. All schools, colleges, universities and anganwadi centres will remain closed during this extended lockdown. The government is unlikely to lift up the complete restrictions in the Covid-19 lockdown, due to resurgences of cases in nearby states like Tripura and Odisha. The West Bengal government will review the situation and decided on reopening the colleges and other educational institutions in the state.
Mangalore University has decided to conduct the remaining UG and PG exams soon after the reopening of the university, as per the report by the Times of India. The odd semester UG examinations of Mangalore University were postponed due to the Covid-19 lockdown and the KSRTC strike. While 70% of UG examinations have already been completed, the PG exams have not even started.
The Rajasthan government is planning to reopen colleges and other educational institutions from August, as per the report by TimesNowNews. The chief minister, Ashok Gehlot has said in the report that a decision on the same will be taken soon and if the educational institutions will reopen it will happen with conditional approval.
The Jammu and Kashmir State Executive Committee has closed all the colleges and educational institutions till July 15. The online classes will continue during this duration., as per the report by India Today. The report further said that all colleges and educational institutes in Jammu and Kashmir will remain closed except for the courses that require the physical presence of students for laboratory, research, thesis work or internships.
The Punjab government has allowed the reopening of colleges for those students who have received at least one dose of the Covid-19 vaccine, as per the report by The Economic Times. All the colleges and other educational institutions, except schools, will permit students, teaching and non-teaching staff to visit the campus after the submission of a certificate stating that they have got one dose of vaccine at least two weeks ago.
The Indira Gandhi National Open University (IGNOU) will hold the IGNOU June TEE 2021 exams from August 3 in various exam centres. The examinations will be held only for the final year students and the complete examinations will be over by September 9. The university has released the IGNOU 2021 date sheet for June TEE on the official website. The IGNOu exams will be held, keeping in view all the Covid-19 safety guidelines.
The state government of Rajasthan has provided some relaxation in the Covid-19 restrictions for the commercial establishments and other organizations. The physical classes in Rajasthan colleges and universities will however still remain suspended. The teaching staff will deliver lectures through the online classes.
The Tamil Nadu government has extended the Covidd-19 lockdown in the state till July 19. No relaxation has been provided to the educational institutions and the physical classes will remain suspended until the extended duration. The Tamil Nadu government has lifted restrictions from conducting the examinations for employment opportunities in the state and central government. In the meantime, online classes will continue in colleges and universities for the students.

The Karanataka government is deciding to reopen the colleges and universities in Bangalore and all other cities soon, after vaccinating the students and college staff. The Karnataka colleges are going to conduct examinations at the scheduled time.
“We are in the process of preparing for the opening of colleges. The examinations are going on as per the schedule by respective universities. The vaccination program has been going on inviting students to get vaccinated”, said Narayan, who holds the higher education portfolio," said deputy chief minister, CN Ashwath Narayan in the report by India.com.
The education minister of Bihar, Vijay Kumar Chaudhary has said that the remaining examinations in Bihar colleges and universities will begin before the month of September in a report by NavBharat Times. He added that the government is aware of the problems caused due to the delay in the exams. Chaudhary said if the situation is improved by the August end then the government can allow colleges and universities in Bihar to conduct exams with the Covid-19 safety protocols.

The Uttarakhand government is planning to reopen the colleges and universities in the areas where the Covid-19 cases are relatively slow, as per the report by the Times of India. The education minister of Uttarakhand, Dhan Singh Rawat in the TOI report said that we are looking ahead to reopen the colleges and universities in the district where Covid-19 cases are fewer. This year, the Uttarakhand government opened the colleges and educational institutions in the month of February and later suspended the physical classes due to the second wave of the Covid-19 pandemic.
The Assam government has released new SOPs for the Covid-19 lockdown and curfew rules. Some districts of the state have shown some improvement in terms of Covid-19 positivity rate, while some are still coping up with the menace of the virus. The state disaster management authority has divided states into various categories and provided relaxation in Covid-19 guidelines accordingly. However, educational institutions are exempted from any relaxation.
"All educational institutions including schools, colleges and universities shall continue to provide quality virtual options. No physical classes are allowed," reads the recent order released by Assam State Disaster Management Authority.
The colleges and universities in Gujarat will reopen and start physical classes from July 15 for undergraduate and postgraduate students, as per the report by News18. The colleges will be reopened in a phased manner and attendance will not be mandatory. In the first phase, a maximum of 50% of students will be permitted to join the physical classes. The students will have an option to continue with the online classes if they are reluctant to attend the physical classes.
The Delhi government has allowed reopening the colleges and universities for administrative work with a maximum capacity of 50%. Only the employees of the colleges will be allowed to come to the campuses and no students will be permitted inside the campus. The Delhi colleges and universities will be reopened with all the Covid-19 safety protocols. The physical teaching will remain suspended for now and the teachers will provide classes in online mode.
The Madhya Pradesh government has announced that the colleges and universities from August 1, as per the report by Times Now News. The educational institutions will reopen with a maximum capacity of 50%. With this announcement, the government has put an end to the question - "When will the colleges reopen in Madhya Pradesh". The decision has been made with respect to the decline in the Covid-19 cases around the state by a high-level committee appointed by the MP government.
The higher and technical education minister, Uday Samant has said that the colleges and universities in Maharashtra will not reopen in at least a month, as per the report by Free Press Journal.
"Reopening colleges means bringing large groups of students together and if this happens, the third wave is inevitable. If the third wave comes, the students may suffer, their parents and others will also suffer," Samant said in the report. The government has not made any decision on resuming the physical classes and the colleges are continuing with the online classes.
The Kerala government is deciding to reopen the colleges and universities in a phased manner. The government is planning to vaccinate the students in the age group 18-23 in priority so that the colleges can reopen soon. In the meantime, the teaching staff is delivering the online lectures to the students. The medical colleges in Kerala have reopened from July 1, as all the medical students are already vaccinated in the state.
Telangana government has decided to go ahead with online classes and no decision on resuming the physical classes has been made yet. The colleges in Telangana are conducting special vaccination drives for the college staff and students to speed up the numbers. Earlier, the state government was planning to reopen the colleges and universities in Telangana from July 1, but the decision was later scrapped. The online classes are on in the colleges and other educational institutions from July 1, onwards.
The colleges and universities have reopened in Bihar with a maximum capacity of 50% from July 12, onwards. The additional chief secretary of Bihar, Snajay Kumar announced the reopening of educational institutions through a tweet and said “ Bihar is opening its universities, colleges and class 11th and 12th with 50% attendance on alternate days and full COVID safety protocol…12th July onwards.

Haryana will reopen the colleges and universities for conducting the offline exams, practical exams and clearing out the doubts of the students till July 19, as per the Hindustan Times. The educational institutions will be allowed to conduct practical classes in laboratories. The students and college staff will have to adhere to all Covid-19 appropriate behaviour and social distancing norms strictly.
The deputy chief minister of Karnataka, CN Ashwath Narayan has said that the colleges are in the process to reopen but the current focus of the state government is to vaccinate teaching staff and students.
The Hindu quoted Narayan as saying, “The process of reopening colleges and universities is fraught with challenges. However, how long can we go on like this? Life should be back on track as soon as possible. We have to take enough safety measures and aim at reopening colleges. In this regard, universal vaccination of all college students is the only way ahead.”
The colleges and universities in Puducherry will reopen from July 16, onwards. "Colleges will reopen on July 16. Schools would also reopen partially and classes for ninth to 12th standards alone would resume that day," chief minister, N Rangasamy told PTI.
The Chandigarh administration is planning to reopen the colleges and universities from next month, after vaccinating the students and college staff, as per the report by The Tribune. The Chandigarh administration has started holding special vaccination camps for the students and appealed to students to get themselves vaccinated before the reopening of colleges. The report also states that the option of online classes will still be available for the students who are not willing to attend physical classes.
