NMC made it clear that this list is to facilitate the Indian medical students who are studying in Ukraine and not by way of any responsibility of the Indian government.
The Commission issued the list of universities in consultation with the Ministry of Health and Family Welfare and the Ministry of External Affairs. Recently, the Supreme Court suggested that the Centre assist the medical students by creating a web portal giving details of the foreign universities, where they could complete their courses as per the government's academic mobility programme.

The top court’s suggestion came after the Centre said that students cannot be accommodated in medical colleges in India for lack of provisions under the law.
NMC issued a ‘No objection for Academic Mobility Programme by Ukraine’ indicating that NMC would accept completion of their remaining courses in other countries as the certificate completion/degree is expected to be issued by the parent institutions in Ukraine. It clarified that the phrase "global mobility" cannot be interpreted to mean accommodation of these students in Indian colleges or universities.
