NEW DELHI: After months of fight between Delhi Government and 12 Delhi University colleges it funds, the state government has finally sanctioned funds for four colleges to pay the pending salaries of teaching and non-teaching staff.
The state government has released around Rs 20 crore to Aditi Mahavidyalaya, Bhagini Nivedita College, Shaheed Sukhdev College of Business Studies and Dr. Bhim Rao Ambedkar College, as directed by the Delhi High Court last week.
As per the release order, Aditi Mahavidyalaya will get Rs 6.46 Crore, Bhagini Nivedita college will get Rs 7.70 Crore, and Shaheed Sukhdev College will receive Rs 5.24 Crore to pay salaries.
However, Delhi government in its release order has stated that the aid is being released as per the ‘Pattern of Assistance’, and funding will be on a net deficit basis (i.e. total revenue from all sources minus total expenses). “Therefore, the money being released now will be adjusted within the current financial year itself based on the assessment of the total revenue of the college,” reads the order.
It has also stated that action will be taken against this violation of the "Pattern of Assistance", and the money spent on salaries for posts created without the permission of Delhi government may be recovered from the officials, who were involved in increasing this posts.
Last week during a press conference Deputy Chief of Delhi, Minister Manish Sisodia alleged serious mismanagement of funds by five Delhi University colleges fully funded by Delhi government. Sisodia also alleged that these five colleges spent over Rs 125 crore without approval from the state government, including creating posts and appointing teaching and non-teaching staff without the state’s approval.
The Delhi University Principals Association came out in support of colleges and termed all the allegations levelled by Sisodia as baseless and false.
Today, Delhi University Teachers Association has also come out in support of the colleges and has termed the statements made by Sisodia an attempt to tarnish the image of the Delhi University colleges under its governance.
"It is unfortunate that Delhi Government is dragging its feet and employees have to go to Court for salaries. Salaries of employees of DDU, KMV and Maharshi Valmiki College of Education are still pending. Wherever grants have been sanctioned, it is insufficient to cover pending dues including reimbursements and arrears due to employees on account of 7th Pay Revision," reads a statement by DUTA.
