UGC warns universities over delay in exams, degree issuance

UGC urged universities to comply with regulations requiring timely exam conduction to avoid delays that affect students' employment opportunities and academic progress.
NEW DELHI: In a recent notice issued by the University Grants Commission (UGC), concerns have been raised regarding certain higher education institutions that are failing to conduct exams on time or delaying the issuance of degrees and final certificates to students. According to the UGC, such delays not only deprive students of timely opportunities for suitable and quality employment but also hinder their academic progress.
This notice comes as a directive aimed at maintaining academic integrity and ensuring that students' educational journeys are not disrupted due to administrative delays.
Clause 4.4: Mandate on degree award timelines
Highlighting specific regulations, the UGC pointed out clause 4.4 of the UGC (Grant of Degrees and Other Awards by Universities) Regulations, 2008, which mandates that degrees must be awarded within 180 days from the date students qualify and become eligible for them.
Clause 2.6: Timely conduct of exams and declaration of results
Additionally, clause 2.6 of the UGC Guidelines for Students' Entitlement, 2012, states that students are entitled to the timely conduct of examinations and prompt declaration of results as specified in the academic calendar.
Strict adherence to regulations ensuring timely conduct of exams
As per the UGC, the commission has the power to take punitive action against institutions that do not comply with these regulations and guidelines. It urged all higher education institutions to strictly adhere to these provisions, ensuring the timely administration of examinations and the prompt issuance of final academic awards to students.
“The Higher Education institutions are, therefore, requested to comply with the provisions of the said regulations and guidelines and ensure the timely administration of examinations and the prompt issuance of final academic awards to students,” read the official notice.
