Unlock 4 Key Guidelines: Schools, colleges to remain closed

NEW DELHI: Schools and colleges will remain closed till September 30. The Ministry of Home Affairs (MHA) has issued new guidelines on managing the spread of COVID-19 further relaxing a range of restrictions on movement and activities. The "Unlock 4" guidelines were issued on Saturday.
Educational institutions will continue to remain closed but "academic... functions" are allowed provided they do not involve a congregation of more than a 100 persons at a time.
The MHA guidelines document says that the decision to keep school and college shut was taken after "extensive consultation" with states and Union Territories.
MHA Unlock 4 Guidelines
Schools and colleges will not be allowed to hold "regular class activity" till September 30. However, after September 21, some of the restrictions will be lifted but only outside containment zones. The guidelines permit institutions to call 50% of teaching and non-teaching staff at a time to conduct online classes.
Students in Class 9 to 12 "may be permitted to visit their schools, in areas outside the containment zones only, on a voluntary basis, for taking guidance from their teachers. This will be subject to written consent of their parents or guardians".
In higher educational institutions, only PhD research scholars and postgraduate students in technical and professional courses requiring laboratories and working on experiments may be allowed back. "These will be permitted by the department of higher education (DHE) in consultation with MHA based on the assessment of the situation," says the MHA's order.
Ministry of Home Affairs: Skills education
The ministry of home affairs' Unlock 4 order also allows skill and entrepreneurship training at Industrial Training Institutes (ITIs) and National Skill Training Institutes.
The National Institute for Entrepreneurship and Small Business Development (NIESBUD), the Indian Institute of Entrepreneurship (IIE) and their "training providers will also be permitted".
