In a first, Karnataka Police to recruit transgender persons for PSI

NEW DELHI: Karnataka State Police is all set to recruit transgenders for the recruitment to the posts of 'Special Reserve Sub-Inpsector' (KSRP and IRP) to local and residual cadre. The applications are open from December 20, 2021. The last date to apply for the PSI post is January 18, 2022.

This move is as part of the Amendment of Karnataka Civil Service (General Recruitment) Rules 1977 to promote gender equality. The amendment will provide one percent government jobs to transgender persons. According to the Transgender Persons (Protection of Rights) Rules 2020, transgender persons have to get a certificate from the district magistrate. This certificate is a necessary requirement while applying to jobs under this quota.

The Karnataka state police have invited men, women and transgenders for the 70 PSI posts. For further details, aspirants are supposed to visit recruitment.ksp.gov.in . The applications are to be filed in online mode.

"Men, women and transgenders, including in-service of residual and Kalyana Karnataka (Local) - 2021-22, can apply to fill 70 posts", the notification for the Karnataka state police recruitment-2021, said.

Karnataka PSI eligibility criteria

• The candidate must be a graduate or equivalent from a UGC recognised university.
• Candidates should obtain a gender certificate from the district magistrate about their gender status. Failing to do so will result in invalidation of the application.

"We moved the court regarding employment opportunities for transgender persons in June 2020. The judgment was favourable. It is a welcome decision that the Karnataka police is going to hire us," said Nisha Gullur of "Sangama", a Non-Government Organisation. Nisha further said that there are over a lakh transgenders in Karnataka. As many as 13,000 transgender persons are affiliated with the Sangama organisation. According to her, there is also the need to create a conducive atmosphere for transgenders in the workplace too.

Recently, the Madras high court has questioned the National Council Of Educational Research And Training (NCERT) regarding the removal of the manual titled ‘Inclusion of Transgender Children in School Education: Concerns and Roadmap’ from its website. This report was published on the NCERT website in October 2021.

Multiple LGBTQIA+ groups from educational institutions like the Indian Institutes of Technology (IITs) in Delhi, Bombay, Kanpur, and Kharagpur and others have written an open letter demanding the reinstatement of the teacher training manual on the inclusion of transgender students in schools to the NCERT, and other government organisations.
