DU frames new rules for setting up scholarships; needs minimum donation of Rs 5 lakh

NEW DELHI: The University of Delhi's (DU) Executive Council (EC) has passed the revised guidelines/norms for donations to institute scholarships, awards, and capital assets. The decision was taken in the 1,273rd meeting of the executive council of DU held on January 17 under the chairmanship of vice-chancellor Yogesh Singh.
As per the revised norms, the establishment of scholarships in DU will be permitted from various sources, including government entities, trusts, corporate houses, public sector undertakings (PSUs), non-governmental organisations (NGOs), and individuals.
“Under this, the establishment of scholarships in DU will be allowed by government entities, trusts, corporate houses, PSUs, NGOs and other national and international organisations as well as on an individual basis,” the official press release read.
Minimum amount for scholarship
As per the institute, the minimum donation amount to establish a scholarship is Rs 5 lakh for a period of 10 years and Rs 10 lakh for a period of 20 years. At the time of establishing the scholarship, 2% of the total scholarship amount will be allocated to the Delhi University (DU) Endowment Fund. A committee will be formed by the vice-chancellor to approve the establishment of scholarships.
Revised award establishment norms
Similar provisions have been introduced for the establishment of awards. According to the official press release, the establishment of awards will also be allowed by government entities, trusts, corporate houses, PSUs, NGOs and other national and international organisations as well as on an individual basis.
“The minimum amount required for establishment of any award will be Rs 5 lakh for a period of 10 years and Rs 10 lakh for a period of 20 years.,” the official press release read. The institute further informed that the maximum duration for the establishment of an award is 20 years and cannot exceed this period.
Revised honorarium charges
The council has also approved the changes in conveyance/honorarium charges for late sitting for work in the university and working on weekends. The revised charges are applied to employees who report before 7:30 AM and/or leave after 7:30 PM on weekdays, as well as to those who work more than 5 hours on Saturdays or closed days. The institute informed that these charges are admissible for more than 60 days in a year.
Under the new honorarium structure:

Group A officers will receive Rs 400 for late sittings and Rs 800 for working on Saturdays/closed days.

Group B officials will receive Rs 300 and Rs 600, respectively.

Group C officials (including drivers) will receive Rs 250 and Rs 500, respectively.
The university has also decided to consider UGC NET scores of June 2024 and December 2024 for admission in the second phase of PhD admission for the academic session 2024-25. The institute will also increase PhD seats by 20 to 25 per cent.
