Gujarat NEET PG 2025 rules revised; seat conversion only in round 3; NRI seats to move to MQ, GQ

Use NowThe Health and Family Welfare Department, Gandhinagar has amended its postgraduate admission rules, bringing two major changes in seat conversion for the Gujarat NEET PG 2025 counselling. Vacant seats of the reserved category will be converted to unreserved seats only during the third round of counselling, the new rule states.
The health department has newly introduced a seat conversion algorithm – the order in which reserved category seats will be converted to UR seats. “The said conversion shall be done only when eligible candidates belonging to the respective categories have been exhausted,” it said.
In another major decision, the department said that NRI seats remaining vacant will be converted to management quota (MQ) seats, and MQ seats will be turned to government quota seats if they remain vacant in the third round of counselling.
A total of 4,790 candidates have been listed in the general merit list , 1,129 in SEBC, 1,087 in EWS, and only 14 under the NRI category.
What does the old rule say
The Gujarat Professional Post-Graduate Medical Educational Courses (Regulation of Admission) Rules, 2018, detail the admission process in government and private medical colleges. It says:
“After granting admission to all the candidates of reserved categories who are in merit list on reserved seats, remaining vacant seats of the reserved category shall be transferred to the unreserved category seats”
However, it does not specify the timing or how the conversion will take place. The rules only state the reservation criteria – 7% for Scheduled Castes (SCs), 15% for Scheduled Tribes (STs), and 27% for Socially and Educationally Backward Classes (SEBC).
What changes in Gujarat NEET PG 2025?
In the Gujarat Professional Post-Graduate Medical Educational Courses (Regulation of Admission) (Amendment) Rules, 2025, the department has clearly stated the seat conversion order for this year Gujarat NEET PG counselling 2025 .
PwD and in-service seats remaining vacant will first be converted to their respective parent category; later, the reserved seats will be turned into unreserved (UR) seats.
